This position is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veteran Integrated Service Network (VISN) 6, Richmond VA Medical Center (RICVAMC), Ambulatory Care Operations, which reports to the Office of the Chief of Staff. The primary purpose is to provide complex and highly skilled administrative and data support related to clinic profile management.

Duties

Possess vast computer knowledge in developing and capturing data from VistA and other VA data sites (VSSC and BISL) to be able to understand, analyze and interpret clinical data at the team, service, and executive levels. Research and validate all requests from services and coordinate with Managerial Cost Accounting (MCA) and/or Compliance staff, or other technical consultants to ensure accuracy. Responsible for all aspects of new clinic establishment in VistA and provides guidance for clinic set-ups and groupings in VSE. Provide technical guidance to services and will assist with clinic establishment requests. Responsible for ensuring optimal supply and demand is accurately reflected in the finished product. Review clinic modification, clinic cancellation, clinic remapping, clinic deactivation, and clinic reactivation requests, ensuring all requests for clinic maintenance adhere to the National Scheduling Directive and local RICVAMC policies and procedures. Responsible for ensuring timely review and approval actions occur for all modifications and clinic deactivation requests, which will include completing all such actions in VistA. Maintain accurate records of clinical maintenance requests and all actions taken and retain the records in accordance with departmental established recordkeeping policies. Perform and submit audits using reports available in VistA and the GPM SAT Tool on a regular and recurring basis. Review utilization reports in either VistA or VSSC to ensure adequate appointment availability, clinic capacity, appointment slot utilization, minimal unscheduled visit rates, and optimal percent utilization rates (scheduled and actual), assisting with plans for corrective action if outside locally determined acceptable ranges. Responsible for researching and identifying training needs for RICVAMC staff in areas of clinic cancellation and clinic profile requests, clinic set up, maintenance, utilization, or special projects as directed by management. Work Schedule: Monday - Friday, 8:00am - 4:30pm. Telework: This position may be authorized for telework. Telework eligibility will be discussed during the interview process. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: data management policies and procedures related to scheduling and delivery of health care services; medical terminology used by clinicians and clinical services; experience using Veterans Integrated System Technology Architecture (VistA), VistA Scheduling Enhancement (VSE), VHA Support Service Center (VSSC)and LEAF Portal, preparing reports, training and processes reviews. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first year (18 semester hours) to qualify applicants for the GS-09 level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The is primarily sedentary, but does require some walking, bending, stooping, standing, stretching, and carrying moderately heavy items, such as, but not limited to: manuals, documents, office supplies, and/or data file reports.
