The position is located in VHA's Office of Health Informatics (OHI), Office of the Chief Information Officer (CIO), Program Support Operations (PSO), Budget and Contracting Office. The OHI Program Office is responsible for serving the health information needs of our stakeholders, which include Veterans and their families, clinicians, and health system leaders at the local and national levels.

Duties

Major duties include but are not limited to: Develops policy and planning deliberations and contributes significantly to the management decision making process through teamwork. Analyzes, plans, documents, designs, implements, assesses, and improves the alignment of OHI and health informatics strategies with mission goals, structure, and processes of a health care system. Consults with senior healthcare managers, both within and outside OHI, in the implementation of process and business improvement practices. Exercises considerable judgement and ingenuity in advocating on the benefits of implementing business-driven quality and process improvement approaches. Evaluates the implementation of significant program or policy changes from a health IT management perspective. Works on projects that typically involve sensitive or controversial matters or complex issues that cut across different areas of the organization. Provides oversight and project management for business operations, monitors program effectiveness, and ensures that programs function efficiently, cost-effectively, and in compliance with appropriate regulations and laws. Plans, develops, implements, coordinates, monitors, and evaluates workstream components to include ongoing review of scope, schedules, requirements, and work products, e.g., deliverables or other products from staff and contractors. Reviews and interprets new and establish administrative directives, instructions, and regulations to determine their impact on the organization and its programs. Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. Provides administrative and technical supervision necessary for accomplishing the work of the team. Is responsible for the definition and distribution of workload within the team and ensures the work assignments of employees in the team are carried out. Plans work to be accomplished by subordinates, sets and adjusts short-, medium-, and long-term priorities, and prepares schedules for completion of work. Work Schedule: Monday-Friday, 08:00-04:30pm Compressed/Flexible: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factor: This position includes a selective placement factor (skill, knowledge, ability, or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective placement factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet them are ineligible for further consideration. The selective placement factor for this position is: Must hold current COR Level 2 or Level 3 certification. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: monitoring outstanding contract actions and performance status for timeliness, compliance, and completion; coordinating contract administration for multiple types of contract vehicles with contract specialists; leading major project assignments that required a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and magnitude; developing cost analyses of projects, such as life cycle, cost-benefit analysis or other economic evaluations; reviewing new or proposed legislation to determine potential programmatic impacts. You will be rated on the following Competencies for this position: Project Management Contract Administrartion Stakeholder Management Cost-Benefit Analyisis Communications Contracting/Procurement Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Some travel may be required.
