You will serve as an EMERGENCY MANAGEMENT SPECIALIST in the Commander, Navy Installations Command Joint Region Marianas of COMMANDER NAVY REGION MARIANAS.

Duties

You will direct, facilitate, and coordinate manpower, equipment and resources ashore during daily and crisis operations. You will facilitate the preparation for, response to, and recovery from any all-hazards incident or event, minimizing operational "down time" with rapid shore based response and restoration. You will provide expert technical, analytical, and administrative support, to develop and maintain region and installation-level Emergency Management plans. You will conduct oversight of Navy region and installation Emergency Management planning, preparedness, and response activities to ensure compliance with applicable directives. You will develop procedures to fulfill requirements arising from new and modified plans from higher headquarters and other agencies. You will identify shortfalls in emergency exercises and response operations and recommend immediate corrective actions as well as long-term procedural and policy changes needed to enhance emergency response.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
  • You may be required to receive an annual or pandemic influenza vaccine.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing emergency program oversight and emergency program management including budget and facility planning, implementing regional policies related to emergency management, and contingency planning that support the organization's mission and strategic goals.
