This position is located in DEPARTMENT OF HOMELAND SECURITY, U.S. COAST GUARD, DEP COMDT FOR MISSION SUPPORT, ASST COMDT FOR ENGINEERING AND LOGISTICS (CG-4), OFFICE OF CIVIL ENGINEERING (CG-43), PORTFOLIO MANAGEMENT BR (SILC) in Baltimore, MD

Duties

This position provides comprehensive support for the Aids to Navigation (ATON) and Marine Environmental Response (MER) missions, both ashore and afloat. The portfolio of assets includes nearly 50,000 fixed and floating Federal aids to navigation (ATON) platforms, an extensive array of signal equipment and power systems, and the CG-wide inventory of MER pollution response equipment

Qualifications

Qualifications:  QUALIFICATIONS FOR GS-11: Candidates must have at least 1 full year of experience equivalent to at least the GS-9 level in the Federal service performing work involved applying an intensive knowledge of the characteristics, properties, and uses of equipment. This experience may have been gained by reviewing and applying technical specifications and requirements; analyzing equipment and forecasting spare parts requirements; determining appropriate configuration control authority; establishing configuration baselines for the configuration control of CIs; recording and reporting configuration changes resulting from retrofit and by replacements through maintenance action; reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders; analyzing contract specifications and examining pertinent equipment to determine if specifications are met; and analyzing or supervising maintenance, repair or production operations to determine methods of improvement. Candidates may also meet the qualification requirements of the position through completion of a Ph.D., or at least 3 years of graduate-level education towards such a degree, in engineering or technology. COMBINING EDUCATION AND EXPERIENCE: When an applicant has less than one year of specialized experience as described above, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
