About the Position: The incumbent will be assigned to the 407th Army Field Support Brigade, Logistics Readiness Center, Transportation Division, at Fort Buchanan, Puerto Rico.

Duties

Carry out Joint Service policies and procedures governing worldwide personnel travel via commercial and military airlift, boat, ferry service, and common carrier. Plan, direct, coordinate, and review activities that have an effect on worldwide movement of personal property, personnel, and dependents of military and civilian personnel. Interpret travel authorizations and apply applicable directives pertaining to entitlement to travel and movement of personnel and dependents. Counsel activities to provide information on entitlements, responsibilities, and service requirements.

Requirements

  • Appointment to this position is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with Department of Defense Directive 5500-7-R.
  • This position requires the incumbent to successfully complete Contracting Officer Representative (COR) training and obtain and maintain COR certification within agency mandated timeframe.
  • This position requires the incumbent to provide occasional coverage on evenings, weekends, and/or holidays.
  • This position requires the incumbent to work mandatory overtime as mission requires.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Qualifications

Current Civilian Employees of the U.S. Army Sustainment Command, 407th Army Field Support Brigade, Fort Buchanan Logistics Readiness Center, within the local commuting area. Consideration will also be given to current Department of Army Civilian employees with competitive status. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Utilizing transportation policies, principles, and/or practices to plan and/or advise on transportation matters; 2) Reviewing travel orders for compliance with established policies and/or procedures; 3) Evaluating contractor performance in transportation; and 4) Providing guidance to customers on matters related to transportation entitlements, responsibilities, and/or service requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). -OR- Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Customer ServiceDecision MakingTechnical CompetenceTransportation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
