This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Human Capital (OHC), Talent Acquisition and Benefits Group (TABG). As a Supervisory Human Resources Specialist (Deputy Group Director/Assistant HR Officer), GS-0201-15, you will serve as the Deputy Director of the Talent Acquisition and Benefits Group under the administrative direction of the Group Director.

Duties

Leads the agency-wide effort in employing change management processes, concepts, and techniques for human resources (HR) business transformation, strategic planning, and workforce development. Serves as a manager and full deputy to TABG Director, an Executive Level position, by supervising GS-I5 level managers and special staff. Coordinates with Components and all liaison sources to help the agency develop and maintain high customer satisfaction levels by ensuring the organization meets the customer’s needs. Oversees outcomes and establishes revised procedures for periodic evaluation of HR program effectiveness by assessing progress in meeting established program goals. Utilizing an expert level of HR knowledge and experience, oversees program planning, budgeting, and execution for the Talent Acquisition Group (TAG).

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Performing managerial functions to include managing resources, managing performance, providing strategic planning, and direction to staff and organization; 2) Evaluating and developing human resources (HR) policies and programs to improve HR services provided to stakeholders through innovative solutions; 3) Collaborating with internal and external stakeholders to promote HR services and programs; AND 4) Providing HR policy guidance to educate and influence senior level officials to obtain their commitment and support. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
