Duties

Serving as a Supervisory Security Officer GS-0080-15 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is within the Chief Security Office (CSO), under the Deputy Director's Office, and located in Glynco, Georgia. The primary purpose of this position is to provide senior-level leadership and oversight, and is responsible for the establishment, development, coordination, budget, acquisition, and implementation requirements for ten (10) SEM enterprise-wide programs (e.g., Administrative/Information Security; Industrial Security; Internal Security; Physical Security; Personnel Security; Operations Security; Security Education, Training, and Awareness; Counterintelligence; Continuity; and Emergency Management) Typical duties include: Serving as a sworn, armed DHS Federal Officer pursuant to Title 40 United States Code (U.S.C.) §1315; Serving as Principal Advisor to the FLETC Executive Team and other senior managers on FLETC law enforcement (LE), security, and emergency management matters; Serving as a member of the Department of Homeland Security (DHS) Chief Security Officer (CSO) Council; Supporting the continuous improvement of both the Department's and the Office of the CSO's Strategic Plans; Establishing component priorities for the DHS-wide Security function, including policies, processes, best practices, performance measures, and decision criteria for managing the delivery of DHS security programs and services; Measuring, analyzing, and adapting the performance of enterprise-level programs; Supervising, coordinating, and working with the SEM Program Chiefs and Field Site Security Officers (FSSOs) in measuring the performance of SEM Programs and site-specific Program elements; Providing input for the development or modification of SEM policies to enhance performance; and Establishing and maintaining effective working relationships with the Director's Office staff; SEM staff; members of other FLETC Offices, Directorates, and Programs; the Partner Organizations (POs); and CSO and emergency management counterparts at DHS and other Federal, state, and local agencies and organizations.

Requirements

  • You must be a U.S. citizen to apply for this position.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • Must successfully pass a background investigation to access, safeguard, and store classified national security information on a regular basis.
  • Current and former federal employees within the General Schedule (GS) must meet the time-in-grade requirements outlined in the "Qualifications" section of this announcement.
  • This is a non-bargaining unit position.
  • Must possess and maintain a valid state issued driver's license to conduct official government business.
  • Must participate in the Direct Deposit program.
  • This position is eligible for situational-only telework based on agency policy.
  • Must possess, or submit to, a Single Scope Background Investigation adjudicated to Intelligence Community Directive 704 standards.
  • Must currently hold, or submit to, a Tier 5 investigation to a Top-Secret clearance and access to Sensitive Compartmented Information and must sign the applicable non- disclosure agreements.
  • Travel of 25% or less may be required.
  • Weekends and federal holidays may be required.
  • This position is Emergency Essential required to sustain operations under all conditions such as in the event of a localized emergency situation and/or to ensure Continuity of Operations.
  • Required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter if you occupy a position that requires financial disclosure reporting.
  • This position is subject to Lautenberg Amendment. Persons convicted of misdemeanor crimes of domestic violence are prohibited from occupying this position.
  • This is a 1315 position. Incumbent will need to meet and maintain all applicable requirements to carry a firearm under 40 U.S.C. 1315.
  • Required to undergo initial and random drug testing for illegal drug use. Employment is contingent upon favorable results.
  • Must pass an initial pistol firearms proficiency and qualification course of fire with an approved FLETC qualification course as directed by the FLETC CSO. Must achieve an 80% score (240 points) and re-certify each quarter.
  • The appointment to this position of a person convicted of state or federal misdemeanor crimes of domestic violence is prohibited.
  • Must be able to obtain and maintain a Top Secret/SCI (4N - Special Sensitive, High Risk) security clearance.

Specialized Experience Required: You must possess at least one year of specialized experience equivalent to the GS-14 level in the Federal service leading and overseeing the establishment, development, coordination, budget, acquisition and/or implementation requirements for Security and Emergency Management enterprise-wide programs (e.g. Administrative/Information Security; Industrial Security; Internal Security; Physical Security; Operations Security; Personnel Security; Security Education, Training, and Awareness; Counterintelligence; Continuity; and Emergency Management). All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. Work Environment: The work is primarily performed in an office-like setting involving everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences, and private or commercial vehicles, using safe work practices with office equipment, avoiding trips or falls, observing fire regulations and traffic signals, etc. The work area is adequately lighted, heated, and ventilated. Physical Demands: The work is sedentary and is usually accomplished comfortably seated at a desk or table. Some walking and standing may occur during a normal workday in connection with travel to and attendance at meetings and conferences away from the work site. Items carried typically are light objects such as briefcases, notebooks, and data processing reports. Lifting of moderately heavy objects is not normally required. No special physical effort or ability is required to perform the work.
