The primary purpose of this position is: To serve as Executive Support Officer, Strategic Engagement Cell, for the Deputy Chief of Staff, Plans and Programs, Headquarters Air Force, with responsibility for directing DAF communication both internally and externally for the Agency.

Duties

Manages, plans, organizes, and oversees cross-organizational activities that pertain to strategic communications and stakeholder engagement as senior advisor to the Deputy Chief of Staff (DCS) of the Air Force for Plans and Programs, as well as to other senior leaders in the Air Force including the CSAF and SECAF. Directs the development and management of strategic communications plans and outreach strategy for A8 and DAF engagements in support of DAF modernization that are internal to the Air Force and Department of Defense, as well as for external key organizations and agencies in federal government, Congress, private industry, and international partners. Directs the plans and activities of the A8 Strategic Communications Team, ensuring that the strategic communications function complies with legal and regulatory requirements and meets customer needs.

  • Extensive military-related work experience (not limited to former military service) involving Air Force, Army, Navy, or Marine Corps staff operations, to include experience in Staff organizations and/or OSD/JS is highly desired.
  • Employee may be required to work other than normal duty hours. Shift work may be required, which may include overtime and/or irregular hours.
  • Employee must be able to obtain and maintain a Top Secret/SCI (special sensitive) security clearance.
  • Superior Qualifications may be authorized upon request.
  • This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

Qualifications

Conditions of Employment Continued: This is a drug testing designated position. The incumbent is subject to random testing for drug testing. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes mastery expertise in broad problem or opportunity areas for resolution, broad objectives sought and broad priorities. Expert knowledge in the assigned core business reform area - to include overall planning objectives, timing and sequence of key planning events, processes, procedures and source documents of key organizations in the assigned AF/DoD core business area. Expert knowledge of management, organizational principles, and practices, comprehensive knowledge of planning, programing, budgeting, and execution regulations, guidelines, and process and of quantitative and qualitative methods and techniques. Comprehensive knowledge of financial planning and execution, budget administration, and manpower and civilian personnel issues; through knowledge of Air Force program goals and objectives, and methods of evaluating the effectiveness of planning actions as they relate to actual events. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of internal and external communications practices and principles, traditional, digital, and social media, the Air Force's stakeholder ecosystem, and best practices for engaging stakeholders. 2. Knowledge of a wide range of qualitative and/or quantitative methods for assessing and improving strategic plans and the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations, and the way the PPBE process supports them. 3. Knowledge of mission, roles, functions, organization, management, capabilities and operations of the US Air Force as well as joint, combined and coalition operations, general knowledge of mission, roles, functions, organization, management, capabilities, responsibilities of Combatant Commands and DoD Agencies 4. Skilled in Microsoft Office Suite and Adobe tools in order to effectively produce and edit documents, briefings, etc. in the performance of duties. Must have aptitude for online digital tools like social media applications, webpage design, and SharePoint management. Ability to communicate effectively, both orally and in writing in to internal and external audiences and stakeholders in order to articulate and advocate Air Force positions. 5. Ability to establish and maintain effective working relationships with a variety of individuals and organizations to include presenting information and decisions in briefings, reports, and other materials in order to build consensus and advocacy on issues important to the Air Force. 6. Ability to plan and conduct executive level meetings with other Air Force members, Services, Joint Staff, OSD, and foreign military organizations. Ability to supervise and lead individuals and simultaneously manage multiple projects. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
