This position is located within the USDA Forest Service in Region 5: Pacific Southwest Region. Primary responsibility is managing/directing programs supporting the coordination, logistical support, and dispatch of fire and emergency resources across the nation. Duties

Duties listed are at the full GS-0301-13 full performance level. Develop and ensure the appropriate safety measures in the mobilization and demobilization of personnel, equipment, supplies and aircraft utilized in incident support. Coordinate the aerial attack capability within the geographic area. Identify operational and/or allocation/resources issues or problems and implement resolutions for improvement. Monitor, assess, and provide for regional capabilities. Use results to plan and develop strategic plans and actions. Develop, organize, and implement annual program of work including short/long range operational plans. Conduct workload and fair share cost analysis. Develop operating manuals and guides, standard operating procedures, and training opportunities. Develop interim procedures and guidelines to the field units in extreme fire conditions or peak movements. Perform the administrative and human resource management functions relative to the staff supervised. Lead, direct, and coordinate the interagency logistical support and emergency resources. Manage all coordination center activities to include operations, logistics, and predictive services.

Requirements

  • Must be a U.S. Citizen or National.
  • Males born after 12-31-59 must be registered for Selective Service or exempt.
  • Subject to satisfactory adjudication of background investigation and/or fingerprint check.
  • Successful completion of one-year probationary period, unless previously served.
  • Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution.

  • Must be 18 years of age.
  • This is a Test Designated Position. You will be tested for illegal drugs prior to appointment and randomly thereafter. Appointment and continued employment is conditional on negative results.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.
  • Minimum of 90 days of wildland firefighting experience is required.
  • Willing to live/work in remote locations (volatile/unpredictable).
  • Some Fire positions may have Conditions of Employment such as: a valid state driver's license; a commercial driver's license (CDL); pre-appointment and random drug testing; or a physical or medical examination.

Qualifications

Provide course descriptions as necessary. Specialized Experience Requirement For the GS-12: Applicants must display one year specialized experience equivalent to at least the GS11 grade level. Examples of specialized experience are: managing a wildland and/or prescribed fire management program at a unit level including mobilization of emergency resources. Developing, coordinating and implementing a partial fire program budget. Developing and implementing agreements with cooperators. Maintaining relationships with entities external to the organization regarding fire management program issues. For the GS-13: Applicants must display one year specialized experience equivalent to at least the GS12 grade level. Examples of specialized experience are: managing, directing and evaluating a fully integrated wildland and/or prescribed fire management program including mobilization of emergency resources. Developing, coordinating and implementing a full fire program budget to effectively manage and utilize available dollars taking into consideration changing priorities. Negotiating, managing and implementing agreements with cooperators. Forming and maintaining liaisons with entities external to the organization, and spoke for the organization on fire management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Selective Placement Factors A minimum 90 days experience performing on-the-line (Primary/Rigorous) wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume. FIREFIGHTER RETIREMENT COVERAGE: This is a secondary position covered under the special retirement provisions of 5 USC 8336(c) for the Civil Service Retirement System and of 5 USC 8412(d) for the Federal Employees Retirement System.
