About the Position: Serves as a Senior Management and Program Analyst (Surety) in the DCS G-3, Headquarters Department of the Army (HQDA).

Duties

Identify relevant strategic issues to the operating environment. Integrate organizational components inputs and synthesizes into goals, objectives, and implementing actions as part of the strategic planning process. Assist and enable senior leader decision making by assessing and developing plans that ensure the U.S. Army Treaty Compliance and Surety Division is capable of supporting Army and DoD missions. Review higher-level written guidance dealing with chemical and nuclear surety, NTA safeguards, and N/CAIRA for consistency, clarity, and impact to Army operations. Provide subject matter expertise and recommendations to senior Army leaders on provisions of chemical and nuclear surety, NTA safeguards, and N/CAJRA policies. Conduct inter-Service and inter-Government coordination and planning for both CONUS and OCONUS locations. Follow and analyze decisions by international Organizations and industry developments associated with surety, NTA safeguards, or N/CAIRA, for potential impact to the Army. Review existing Army policy associated with chemical and nuclear surety, NTA safeguards, and N/CAIRA for adequacy.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent may travel via public/private military conveyance for brief periods to participate in the development of policy and assessment of implementation of chemical and nuclear surety, NTA safeguards, and N/CAIRA requirements.
  • The incumbent is required to sign a DA-5019 form, pass a pre-employment drug test prior to being appointed and submit to random drug testing at anytime during federal employment as a condition of employment.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).GS-14 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
