This position is located with the Bureau of Indian Affairs, Superintendent, Tohono O'odham Agency in Sells, Arizona. The position provides administrative support services in the areas of financial trust, facilities management, procurement, property management and personnel, and to ensure that all branches are following various policies, regulations, and directives affecting the operations of the Agency.

Duties

Share accountability with the Agency Superintendent, the Regional Director, and the Assistant Secretary - Indian Affairs, for upholding and discharging the fiduciary responsibilities of the Secretary of Interior; Assures that all tribal enactments and budgets are processed according to federal Law and regulations and Bureau Policy, and that tribal sovereignty is not eroded; Plans, organizes, directs, coordinates, and controls programs; & Coordinates the development and execution of the agency financial programs and human resources needs.

Qualifications

Grade 12 - One year of specialized experience equivalent to the GS-11 grade level in the federal service or its private sector equivalent. Examples of specialized experience include responsibility for assisting in the development of comprehensive administrative management plans to identify goals and objectives, administrative processes, deadlines, and planning for an organization's budget and resources; researching and analyzing data for consistency with budget authority and constraints; assisting in correspondence review and control; gathering financial data and reviewing obligations and costs; serving as a liaison between multiple offices or organizations; preparing documentation for personnel actions and initiating transactions in an automated personnel system; preparing Agency responses to Freedom Of Information Act requests; preparing travel arrangements, authorizations, and vouchers; and reviewing documents for correct grammar and format and finalize using software applications as electronic mail, desktop publishing, calendar, spreadsheet, database and graphics. The full performance level of this position is GS-12. Promotion potential in this announcement does not constitute a commitment or an obligation on the part of management to promote the employee selected at some future date. A career ladder promotion is at the discretion of management, and in no way guaranteed. This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment. TELEWORK: Indian Affairs has determined that the duties of the position are suitable for telework and the selectee may be allowed to telework with supervisor approval. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
