The position of the Supervisory Mobility Transportation Specialist (Mobility Manager) is located at the San Francisco VA Health Care System (SFVAHCS). This position reports to the Chief of Business Services and functions autonomously with minimal oversite.

Duties

The primary purpose of this position is to manage all transportation resources and services within the Veterans Transportation Program (VTP) at the SFVAHCS to include Veteran Transportation Service (VTS), Fleet Management, patient shuttles and the Beneficiary Travel (BT) program activities, including patient transport, Special Mode Transportation (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation. The position also supervises/ensures all programs and processes comply with regulatory guidance, while assuring program effectiveness. DUTIES INCLUDE BUT ARE NOT LIMITED TO: Responsible for overall supervision and the administration of the Transportation Unit, efficient distribution of workload, accurate evaluation of results and enhancement of procedures to meet workload demands. In charge of selection, evaluation, initiation of promotion, adverse, and other personnel actions for the member of the unit. Provides a safe and reliable transportation services and resources to Veteran patients and their caregivers who require assistance traveling to and from VA health care facilities and authorized non-Va health care appointments within the Health Care System's catchment. Meets with Executive Leadership to communicate policies, procedures, programs, and service provided. Evaluates the overall effectiveness of the operation in terms of mission accomplishment; quality and quantity standards met; procedural, policy and regulatory compliance; and technical compliance. Collaborates with service providers in local communities to serve Veterans' transportation needs. Manages all patient transportation, travel resources and funding, Manages fleet program that consists of vehicles that are VA owned, VA commercial leased, GSA leased and VTP assigned vehicles. Serves as fund control point official, managing travel for BT eligible enrollees. Functions with a high degree of independence, requiring initiative, integrity, creative problem solving skills and administrative/program management skills. Work Schedule: Monday - Friday, 8:00 am to 4:30 pm. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, developing, evaluating, marketing and directing key administrative activities in multiple programs related to transportation systems; developing business plans for the purposes of obtaining program funding; preparing performance appraisals; acts as Subject Matter Expert to senior leadership regarding policies, procedures, memorandums pertaining to transportation operations; conducts data analysis to make recommendations for improved transportation efficiencies and operational costs; management of transportation matters as it pertains to adherence of policies, procedures, and protocols; developing and maintaining collaborative relationships with Federal, State, and Local agencies; resolving complex issues, sometimes including urgent or uncertain needs which require detailed evaluation and sound decisions and provides consistent and effective outreach to local community authorities and develops Memorandums of Understanding for collaborative relationships.. You will be rated on the following Competencies for this position: Decision MakingProject ManagementStrategic ThinkingTechnical CompetenceTransportation Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis. Work is typically performed in an adequately lighted area and climate-controlled office within a VA medical Center.
