This position is in Region 10, Mission Support Division, Information Services Branch, Information Managment Section. Region 10 This is an office-centered position*--you must physically report to the duty station stated in this announcement on a regular basis.*Work-from-home flexibilities may be authorized as described in the Benefits section.

Qualifications

NOTE:  You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as experience implementing and providing technical guidance on an organization’s records and information management program; implementing long term strategic goals and resources projects; serving as the contracting representative for contracts or task orders in implementing records management procedures. Your answers to the online assessment will be used to evaluate your competencies in the following areas: - Knowledge of administrative security, information management and records management laws, policies, regulations and precedents. - Knowledge of records management concepts, practices, policies and procedures sufficient to develop and manage the organizations RIM program. - Knowledge of electronic records management systems and database applications and requirements. - Knowledge of analytical and evaluative techniques, methods and qualitative and quantitative measuring tools to evaluate RIM work operations and recommend improvements. - Skill in utilizing electronic records management systems and databases for cataloging, filing, and retrieval of information. - Skill in performing Contracting Officer Representative (COR) duties. - Skill in resolving difficult and complex problems relative to development, implementation and oversight of the RIMS program. - Skill in oral communication sufficient to provide technical guidance, recommendations, training, and presentations to a variety of internal and external sources. - Skill in written communication to develop and present a variety of program guidance, reports, presentations, training, and documentation. - Ability to conduct strategic and annual operational planning and budget development. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
