You will serve as a QUALITY ASSURANCE SPECIALIST in the Industrial Quality Department of FLEET READINESS CENTER SOUTHWEST. This announcement uses the Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

You will make frequent decision concerning the use of applied sampling plans and verification methods. You will assure all final production work is complete, and all safety of flight requirements are met before declaring an aircraft ready for first check flight. You will evaluate and determine acceptability and adequacy of all functional entities within the command that impact quality, document deficiencies, and ensure corrective actions are accomplished to preclude recurrence. You will Administer, conduct, plan and schedule quality audits to ensure a thorough physical and operational evaluation of reworked aircraft products and related special processes for conformance to quality requirements. You will review technical data and work documentation to ensure its accuracy and that quality requirements are adequate, ensuring that only the latest applicable documentation is used for work operations. You will conduct surveillance of the Production Certification Program to ensure all quality requirements are complied with. You will review processing documents to ensure adequacy and appropriateness of Examination and Evaluation decisions concerning depth and scope of rework to be performed on aircraft, engines, components, and support equipment. You will develop, draft, submit, and administer multi-purpose reports and correspondence to local levels of management, and occasionally has verbal communication with other Naval Air Systems command or DoD activities. You will serve on various facility boards, panels, and implementation teams such as pilot overhaul, prototype, analytical maintenance program, tool/FOD control teams, over processing/ cost reduction teams, etc. You will conduct on the job training and provide guidance to Quality Assurance Specialist trainees and newly assigned QAS personnel. You will provide proficiency and progress reports and recommendations when requested. You will education production personnel as to the functioning of the Quality Program.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required at times to climb work stands or aircraft, and work at heights up to 40 feet for periods of one to two hours.
  • Requires both eyes, arms, and legs due to working in eye hazard areas, inspections, and required climbing.
  • Near vision correctable at 14" to Jaeger 2 and far vision correctable in one eye to 20/20.
  • Subject to high noise levels; Hearing protection must be worn for noise levels of 85 dba and double protection above 105 dba.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas for fixed wing aircraft; 2) Reviewing production activities and capabilities in light of contract quality requirements; 3) Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans; and 4) Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods. GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying Quality Assurance procedures, standardized rules, and techniques associated with the implementation of the Quality Assurance programs; 2) Utilizing understanding of rework procedures, documentation and technical specifications relative to the rework of aircraft, engines, components, accessories and associated logs and records; 3) Assisting in evaluating and/or publishing a variety of Quality data generated within and external to Quality Competency such as Discrepancy Work Orders, Quality Deficiency Reports (QDR), Quality Audit Reports, etc. Additional qualification information can be found from the following Office of Personnel Management web site: Quality Assurance Series 1910 (opm.gov) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Education

The following education may be substituted in lieu of experience:

GS-09:
Master's or equivalent graduate degree
or
2 full years of progressively higher-level graduate education leading to such a degree
or
LL.B. or J.D., if related
or
a combination of education and specialized experience.

GS-07:
1 full year of graduate level education
or
superior academic achievement
or
a combination of education and specialized experience.
