You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Financial Management Department of NAVMED OPER TRNG CENTER.

Duties

You will prepare a variety of reports covering the status of funds, expenses and obligations as required by higher headquarters. You will provide program oversight, fiscal advice and budgetary assistance to subordinate command supply managers. You will monitor daily execution of administrative portion of command’s approved operating budget. You will identify deviation from the plans, analyzes differences, and formulates proposed solutions to return annual plan. You will perform or advise on work in any of the phases or systems of budget administration. You will develop, determine, and interpret budgetary policies and practices. You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations. You will implement legal and regulatory control over approved budgets.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing automated systems (e.g., management information system, Microsoft Word, Excel, PowerPoint, Access) to extract information. Experience providing information technology and network support. Experience preparing reports and maintaining documents in electronic files for easy retrieval. Experience identifying, analyzing and resolving budget estimates. Experience reviewing and evaluating budget requests, control, and reporting of obligations and expenditures.
