About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Charlottesville, VA. Serves as a Personnel Security Specialist providing assistance to customers on security related issues.

Duties

Serve as a Personnel Security Specialist with responsibility for implementing the National Ground Intelligence Center (NGIC) Personnel Security (PERSEC) Program. Review request for clearances and/or accesses against basic personnel security administration principles, policies, and procedures. Review personnel security questionnaires and requested information to make preliminary assessment of completeness and adequacy, or identify deficiencies and solutions. Assist in analyzing data and conducting inspections to identify threats and security vulnerabilities. Conduct indoctrinations, security awareness training, and debriefings. Maintain control records, logs, checklists, and prepare reports applicable to the personnel security program.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • Temporary duty (TDY) travel may be required up to 25% of the time.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Must obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within the first two years of employment.

Current, permanent, Army employees at the full-performance level of GG-0080-11 will be excluded from consideration at the GG-09 level. If you are selected at the GG-09 level, you may be promoted non-competitively to the next grade level upon meeting the following requirements: (1) Satisfactory demonstration of the ability to perform at the developmental/target grade. (2) If there is higher level work at the developmental/target grade level. (3) Assignment of increased responsibilities. (4) Recommendation for promotion by supervisor. (5) Satisfactory completion of all required training. (6) Completion of all DCIPS regulatory requirements for promotions. Consequently, promotion(s) are not guaranteed. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience performing routine administrative security functions such as preparing access rosters, developing trackers, reviewing security requests for completeness, conducting security inspections, and/or conducting security awareness briefings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. OR A Master's Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Homeland Security, or Security Management/Administrations. OR A Master's Degree or Law Degree (LLB or JD) that is supplemented by at least 15 semester hours or 22 quarters hours that are closely related to the position.
