The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Project Execution Section. Duties

Plans, organizes, and directs the activities of the Project Execution Section. Develops Section goals and objectives that integrate organization and Engineering Flight objectives. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents the Engineering Flight with a variety of installation and functional area organizations. Communicates and coordinates Section issues with higher headquarters, regulatory agencies, other installation units, community officials, etc. Directs the development and execution of Section budget and preparation of Planning, Programming, and Budgeting System (PPBS) documentation in support of engineering planning and execution. Performs planning and design work for substantial multi-phase new construction, renovation, and improvement projects for a variety of real property facilities, including utility systems, utilizing a professional knowledge of engineering concepts, principles and practices and an extensive familiarity with other engineering disciplines and architecture. Performs work in construction management, programming/base development, and/or operations and maintenance (O&M) functions.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft or military aircraft.

  • May be required to serve as a member of the Emergency Response Force during exercises or in the event of an actual emergency.
  • The work requires the employee to access facilities and infrastructure which may require climbing on, crawling under or extensive walking at construction sites, hard hat areas or other base areas.
  • The incumbent must be able to obtain and maintain a Secret security clearance.
  • "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, General Engineering Series 0801. BASIC REQUIREMENT: Education: Degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering (all-professional-engineering-positions-0800.pdf (opm.gov)). In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points. Develops, modifies, and/or interprets performance standards. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Conducts or participates in public meetings, educational programs, and technical review committees. Ensures compliance with health, safety, and engineering rules and procedures. Monitors/manages construction projects for new construction, renovations, and improvements to real property facilities and infrastructure from start to finish, including the performance of preconstruction site surveys all the way to the completion of as-built drawings and warranty work. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of multidisciplinary, professional asset management and engineering theories, concepts, principles, standards, methods, techniques, materials, and equipment as well as knowledge of standard construction and contracting regulations, practices, and procedures. Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and the DOD Planning, Programming, Budgeting System (PPBS). Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Skill in evaluating state-of-the-art scientific and engineering technologies and incorporating these into the planning design, operation, maintenance, repair, and upgrade of installation natural/built infrastructure. Ability to analyze, plan, organize, and direct the work operations to meet program requirements and objectives with available resources; and to mentor, motivate, and appraise the staff of an organization. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
