This position is located at the National Institutes of Health (NIH), Office of the Director (OD), Office of Equity, Diversity, and Inclusion (EDI). EDI is responsible for policy formulation, equal employment opportunity (EEO), affirmative employment, reasonable accommodation, and workforce diversity management at the NIH. Duties

Directs the processing of reasonable accommodations to ensure that they are timely and adhere to the Rehabilitation Act. Remains abreast of caselaw involving reasonable accommodation to ensure that data, policies, plans, programs, and procedures are conducted in a lawful manner. Consults with and provides advice to the Department, Staffing and Operating Divisions, and the NIH Institutes, Centers, and Offices, on all matters pertaining to equal employment opportunity (EEO), planning and reporting, including tracking reasonable accommodations, workforce trends' analysis, and accessibility. Delivers expert-level advice and guidance to managers, senior officials, and employees on the workforce representation of individuals with disabilities, in order to assist in workforce planning, human capital, and diversity forecasting. Makes public presentations to large and small groups on: diversity trends, areas of lower than expected representation of individuals with disabilities in the workforce, data analyses, and disparities. Provides technical and administrative supervision over a subordinate staff, makes decision on challenges in the workplace, evaluation of staff performance, plans and establishes priorities for the division, assigns work to subordinates based on priorities. Develops the new accessibility program to foster diversity, equity, inclusion, and accessibility. Resolves internal personnel problems, taking appropriate disciplinary action, as needed. Ensures career development through training, details, on-the-job experiences, and developing performance standards. Oversees the management of educating the NIH community on reasonable accommodation rights and responsibilities via NIH Reasonable Accommodation Program training offerings and Institute and Center requests for briefings, presentations, and trainings. Oversees the management of the NIH Language Access Program.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-15 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Leading and developing responses to customers' requests for guidance, customer outreach, training and development and other services to internal and external customers; serving as an expert on reasonable accommodations and accessibility, and leading partnerships with small and large offices to further diversity, equity, inclusion, and accessibility (DEIA); planning, assigning, and directing work to a team; evaluating work products and staff performance; analyzing and implementing the goals of EEO and DEIA; and applying knowledge of the Rehabilitation Act, Americans with Disabilities Act Amendments Act, 29 CFR Parts 1614 and 1630.
