This position is within Department of Defense Office of Inspector General (DoD OIG), Diversity Inclusion and Extremism in the Military (DIEM), and is located in Alexandria, VA.

Duties

Supervises analysts that track, document, and report referrals of prohibited activities by covered members of the Armed Forces and ensures referral information is properly documented. Ensures that all components receive the same, consistent guidance, information, and methodology to ensure consistency in the prevention and response to prohibited activity within the Armed Forces. Evaluates allegations involving the prevention and response of prohibited activity in the Armed Forces. Reviews Military Departments, Defense/Military Criminal Investigative Offices, Service Inspectors General, or Legal Affairs Offices inquiries for accuracy and conformance to regulations. Supervises the analysis of allegations and adjudications ensuring they address all required reporting elements related to prohibited activity of a covered member of the Armed Forces. Reviews written summaries and other reports that reflect accurate reporting of all allegations of prohibited activities for submission to the Semi-Annual Report to Congress and presents briefings of inquiries to the IG or other officials. Develops policy and provides guidance as needed to support the accurate tracking, documenting, and reporting of allegations and referrals related to prohibited activities by covered members of the Armed Forces. Evaluates performance, manages employee's professional development; ensures adherence to merit and EEO principles; oversees subordinate supervisor's management of time and attendance and leave.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as security designation level Noncritical-Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • You may be required to complete a financial disclosure (OGE-450).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service. Specialized Experience: Applicants must have one year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: experience in analyzing allegations and referrals concerning the prevention and response of prohibited activity as well as tracking, documenting, reporting referrals, and presenting briefings related to inquiries. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
