The primary purpose of this position is to provide technical advice/guidance to the installation on fuels cryogenics operations to ensure the highest readiness of fuel and cryogenics requirements to meet installation, mission partners and contingency operations goals and objectives. Duties

Serves as the Delta Fuel Responsible Officer for all petroleum products, fuels, cryogenic fluids and associated specialized servicing equipment. Acts as principle/authority in matters dealing with fuels management and operations at a fuel's location on Patrick SFB and two geographically separated location; Cape Canaveral SFS and Ascension Island. Serves as the Delta Fuel DLA-Energy Contracting Officer Representative (COR). Serves as the Contracting Officer's Representative (COR) for the Continuing Government Activity (CGA) providing technical oversight and surveillance of CGA surveillance and contracted fuels activates conducted as three separate locations, two of which are geographically separated from the installation. Serves as the Fuels, Petroleum and Cryogenics technical Representative for SLD 45. Develops contract Statement of Work (SOW) and Quality Assurance Surveillance Plans (QASP) for various Delta contracts. Analyzes critical elements of fuel and cryogenics performance and determines the effectiveness of the fuels and cryogenics operations. Ensures fuel and cryogenics operations within the organization meet regulatory compliance, customer needs, and are in line with overall squadron mission goals.

Qualifications

In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Supply Series 2001. GENERAL EXPERIENCE: Applicants must have 3 years of general experience with at least one (1) year of general experience at the next lower broadband NH-01, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service. General experience must include actively contributes as a team member/leader; provides insight and recommends changes or solutions to problems. Identifies and pursues individual/team development opportunities. Achieves and maintains qualification and certification requirements. Proactively guides, coordinates, and consults with others to accomplish projects, assuming ownership of personal processes and products. Identifies, analyzes, and resolves complex/difficult problems. Adapts existing plans and techniques to accomplish complex projects/programs. Recommends improvements to the design or operation of systems, equipment or processes. Plans and conducts functional technical activities for projects/programs. OR EDUCATION: Successfully completed a 4-year course of study leading to a bachelor's degree. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge in all aspects of DoD fuel/petroleum operations (i.e. aviation, bulk and ground fuel operations, inventory management, quality surveillance, maintenance of petroleum facilities), programs, logistical planning factors (e.g. acquisition, receipt, storage and distribution capabilities, petroleum dispensing equipment, end item uses, and product availability) and systems and equipment (e.g. bulk storage facilities, load/off-load operations, tactical refueling equipment, mobile tank vehicles, ground dispensing equipment) in order to technically evaluate and operate the facility . These include USAF, DLA-Energy, Reserve components, foreign governments and commercial sources. Knowledge of established procedures and techniques for measuring contractor performance; skill and ability necessary to evaluate performance; ability to brief, document results, calculate trend analysis interpretation and perform follow-up evaluations to ensure corrective action. Ability to plan, organize work, meet deadlines, and apply basic analytical methods and techniques to resolve complex logistics problems; ability to conduct research, summarize results, and make appropriate recommendations. Knowledge of contact administration practices, policies and procedures in order to perform such COR duties and to develop Quality Assurance Surveillance Plan (QASP) used to oversee the quality and quantity of the services provided by the contractors. Knowledge of established guidelines from DoD/DLA-Energy and industry in implementing daily work. Knowledge of Safety, FAR, and security regulations, practices, and procedures concerning logistics operations. Knowledge of communication techniques, principles, and directives; skill and ability to communicate effectively, both orally and in writing. Ability to screen documents and find missing data; use automated equipment such as logistics databases, optical readers, scanners, and computer keyboards to enter and extract data. Knowledge of and ability to review, audit, and certify financial in voices through automated processes. Ability to plan, organize work, meet deadlines and apply basic analytical methods and techniques to resolve complex logistics problems; ability to conduct research, summarize results, and makes appropriate recommendations. Skill in use of the Fuels Automation System (FAS) computer system. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
