The primary purpose of this position is to operate one or more types of gasoline, diesel, or electric powered wheeled vehicles typically having a gross vehicle weight (GVW) of more than 32,000 pounds.

Duties

- Drives tractor trailers and/or other vehicles typically having a GVW of more than 32,000 pounds. - Operates one or more electric, LPG, or diesel powered forklift trucks - Performs operator maintenance, such as checking fluid levels and air pressure in tires, cleaning , and washing of vehicles, and performing inspection checklists to ensure safe and proper operation. - Maintains records and documents actions, such as operator inspection checklist/forms and accident/incident reports. Checks material transported against invoices. - Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment.

  • This is a key position. Incumbent must be removed from his/her military recall status if alternatives for filling the position during an emergency are not available.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700-Transportation/Mobile Equipment Operation Group, Motor Vehicle Operating. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a MOTOR VEHICLE OPERATOR (FORK LIFT OPERATOR) without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and skill in operating one or more gasoline, diesel, or electric powered wheeled vehicles with a GVW of over 32,000 pounds such as truck tractors with semi or full trailers, heavy load in line trucks, or interstate motor coaches. 2. Knowledge of cargo handling and hauling and techniques for safeguarding and protecting cargo. 3. Knowledge of traffic and safety regulations, practices, and procedures pertaining to motor vehicle and forklift operations. 4. Knowledge of and skill in operating one or more electric, LPG, or diesel-powered forklifts. 5. Ability to judge road/traffic conditions and read maps to determine the shortest and safest route. Reliability and dependability to meet pickup and delivery deadlines and schedules. 6. Ability to interpret instructions, specifications, etc related to motor vehicle forklift, and power take off unit operation and preventive maintenance. Physical Effort: Physical effort is moderate to heavy. Work requires reaching, turning, or moving hands, arms, feet, and legs to operate hand and foot controls. Associated duties require stooping, bending, and climbing. Lifts and carries objects weighing up to 40 pounds and heavier objects with assistance. Working Conditions: Drivers work mostly outside and operate vehicles in all kinds of traffic and weather on public roads (or equivalent) and are exposed to the danger of serious accidents. Drivers are exposed to dirt, fumes, and to the possibility of cuts, bruises, and broken bones as a result of accidents when loading and unloading the vehicle. They drive in heavy traffic and at highway speeds over complicated road and interchange systems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
