About the Position: Serves as a Supervisory Contract Specialist/Division Chief, and Warranted Contracting Officer, who is responsible for all phases of oversight in the procurement cycle from initiation of the pre-award, post-award through contract termination.

Duties

Serve as a Division Chief responsible for organizing and managing activities within the Division. Serve as a Warranted Contracting Officer responsible for pre-award and post-award functions for complex procurements. Review new or changed policies, laws, and regulations affecting work of the branch and develops new or changed internal policies and procedures. Identify and optimize resources to accomplish multiple projects and/or programs goals. Direct negotiations on contract terms, terminations, etc. and manage the workflow processes. Represent agency at conferences, meetings, and seminars to discuss and/or resolve contracting matters. Provide leadership and mentorship to subordinates by providing advice/counsel/ instruction on both work and administrative matters.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • You will be required to provide proof of U.S. Citizenship.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • A one year probation to assess your ability to perform Supervisory duties is required unless previously completed.
  • This is an Army Acquisition Workforces (AAW) position. The employee must meet the DoDI 5000.66 requirements for Contracting Professional Certification within 3 years of entry on duty.
  • Incumbent must possess or be willing to obtain a Contracting Officers Warrant.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Qualifications for GS-13 Specialized Experience Required: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: (1) Performing pre-award and/or post-award contract/procurement functions to ensure regulatory compliance of contracts; (2) Implementing contractual guidance and processes for the procurement of goods and/or services; AND (3) Conducting contract negotiations to settle a wide variety of procurement problems. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-13, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
