Requirements

  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation. Possess or be able to obtain and maintain an appropriate SECRET security clearance within 12 months in the position.
  • May be required to successfully complete a probationary period.
  • Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
  • Financial Management Level I position IAW the NDAA 2012, PL112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program with in 24 months of the appointment.
  • Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless approved in advance by TAG.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Irregular and overtime hours may be required to support operational requirements or contingencies.
  • Participation in direct deposit is mandatory.
  • Must possess and maintain a valid PR State driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.

Qualifications

AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent employee's members (NG T32/NG T5) within Puerto Rico Army National Guard Area 2 = All indefinite employee's members (NG T32/NG T5) within Puerto Rico Army National Guard Area 3 = Currently serving members of the Puerto Rico Army National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates) DUTIES: As a ACCOUNTING TECHNICIAN (NGT5151000), GS-0525-8, you will provide analysis, validation, processing, and correction of financial transactions and issues/ discrepancies involving the full range of accounting services. Incumbent uses a complete understanding of inter-related work systems across multiple functional areas and their interoperability to ensure the validity and accuracy of all obligations, disbursements, collections/deposits, and adjustments related to financial records. PHYSICAL DEMANDS: Requires some physical effort, such a standing, walking, bending, or sitting. There are no special physical demands. WORKING ENVIRONMENT: Work is performed in an office setting involving everyday risks or discomforts. Normal safety precautions are required. GENERAL EXPERIENCE: Qualifying general experience includes experience, education, or training involving arithmetic principles, attention to detail, and application of established procedures for recording and compiling data. Experience in sorting and verifying receipt of documents; recognizing or matching forms containing names, numbers, and codes; and establishing a filing system. Experience verifying accuracy and completeness of documents, maintaining or reconciling accounts and records; researching documents for discrepancies in debits and credit entries and taking necessary action in balancing accounts; and entering, deleting, and retrieving data utilizing an automated system. Experience validating accounting data, analyzing unusual trends for corrective action, maintaining and researching records, and preparing reports. Experience in correcting coding or other errors that result in computer generated rejects. SPECIALIZED EXPERIENCE: Applicantmust possess at least ONE (1) year at the next lower-level GS-07 or the equivalent TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as performing broad in-depth analysis on multiple management systems and applying this information with processing actions within accounting systems; analyzing and evaluating data of fiscal reconciliations, reviews, and account adjustments; reconciling accounting and budget data with Program Managers and the USPFO Deputy Financial Manager/Budget Officer; balancing all Program Managers' accounts with the federal database; performing fact-finding, research, and investigations regarding fiscal accounting activity; applying many different and unrelated processes and methods associated with fiscal transactions; examining accounts or resolving difficult reconciliations requiring an analysis of adjustments and corrections; tracing transactions identifying the source(s) of discrepancies, develops corrective actions required; preparing statements and reports, schedules, and comparative analyses; reconstructing inaccurate accounts, gathering and organizing information for inquiries and resolving problems referred by managers, employees, congressional inquiries, etc; suggesting specific changes for customers, and specific guidance related; using initiative in order to provide information, take corrective action, and provide findings, and/or recommendations/solutions; applying a variety of methods in order to execute the full range of accounting services; using fiscal accounting and related interfaced systems; making independent decisions regarding processes involving unusual circumstances or conditions; applying accounting methods, procedures, and techniques; validating transactions and performing research; modifying normal automated processes in existing accounts while protecting historical data. NOTE: Current on-board Army National Guard USP&FO Title 32 and Title 5 Excepted Service Financial Clerical and Technician Program Series GS-0503 Dual Status Technicians and employees who were hired, before 30 September 2016, are allowed to continue their appointments; however, each employee's career development is contingent upon successful completion of his or her position's higher certification criteria, as defined by OSD and DoD Financial Management Certification Program requirements, by 30 September 2018. Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Completion of 2 academic years of education in an accredited college or university will satisfy the requirements (30 semester's hours or 20 classroom hours of instruction per week) for 3 months of specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Courses must be directly related to the work of the position.

Undergraduate or graduate education - awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
