Duties

The Department of Energy's (DOE) Office of Science is looking for a dynamic, innovative, seasoned executive to lead the implementation of the Department of Energy (DOE) policy and direction for the Ames National Laboratory contract. The Ames Site Office Manager's role includes contract management, program implementation, federal stewardship of federal assets at the Ames Site Office, and management of the internal operations of a Site Office. As the Ames Site Office Manager, you will: Establish and communicate DOE requirements and expectations, authorize work, provide funds for the work, review, and approve work products, and provide feedback to the Management and Operating (M&O) contractor. Confirm M&O contractor assurance system, ensuring compliance with the requirements in the contract. Provide direction to the M&O contractor within the scope of work of the M&O performance-based contract and within DOE-issued funding and program guidance and constraints. Review, approve, and oversee M&O contractor operational and business systems, as appropriate. Ensure that the M&O contractor implements best management practices to achieve required program, project, and operational goals through a performance-based contract. Facilitate work at Ames National Lab by identifying and implementing actions that will assist the M&O contractor to accomplish high quality science consistent with appropriate Federal, State, and local laws and regulations. Maintain a comprehensive operational awareness of the M&O contractor's activities and facility conditions. Provide outreach activities and represents DOE with other Federal, State, and local government officials, regulatory, and business, academic, and industry leaders concerning Ames National Lab in order to increase customer satisfaction and stakeholder involvement, as well as enhance community and public trust. Serve as a leader and manager for the on-site Federal workforce. Manage the Site Office budget, and federal business systems to ensure effective and efficient operations. Establish goals and objectives for the Site Office.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. You must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered. MTQ 1: Demonstrated experience in providing leadership and direction to a complex scientific or technical organization, such as the management or oversight of nationally recognized large-scale research and development facilities or programs. Demonstrate a general understanding of science and technology, as well as a working knowledge of and ability to oversee a wide variety of business and operational management systems such as project management; maintenance and infrastructure; environment, safety and health; security; procurement; financial management; evaluate and manage risk for operational activities; and human resources management. MTQ 2: Demonstrated executive skill in communicating with senior management officials in the public or private sector, scientists, engineers, safety professionals, and the public to develop support for complex or controversial programs and/or respond to concerns.
