This position is part of the Office of Legacy Management, Department of Energy. As an Industrial Property Management Specialist, you will be responsible for handling sensitive property and equipment this is necessary to be reviewed and inventoried.

As an Industrial Property Management Specialist, you will:

  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
  • This position requires a valid driver's license as a condition of employment.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • This position has been designated as Secret and requires a security clearance at the "L". The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.

Qualifications

Individual Occupational Requirement: Undergraduate and graduate education with major field of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position. OR Specialized Experience (for positions above GS-5): Experience that demonstrated: Skill in developing, implementing, administering, evaluating, monitoring, or coordinating programs, policies, regulations, and procedures concerned with the management, control, utilization, or disposition of personal or industrial property; Knowledge of the values and uses of property items, merchandising methods, marketing techniques and outlets, or general trade practices related to the disposition of property; and/or the ability to understand and evaluate business practices relating to the acquisition, control, use, consumption, maintenance, and preservation of property; Working knowledge of equipment, machinery, tools, materials, or other items of personal or real property; Knowledge of Government sales policies, regulations, and methods; and Knowledge of contract provisions, and ability to interpret and apply contract clauses and Government procurement regulations. In addition to the requirement above, you must also meet the specialized experience requirement below. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Providing technical and financial advice of contractor operations within a property management program such as manufacturing methods, materials organization, and management of government property consistent with applicable regulations. Conducting audits of contractor performance of property management for compliance and effectiveness. Providing oversite of property management such as acquisition, utilization, control, and maintenance ensuring Federal, State, and local regulatory guidelines are in compliance. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
