This position is in the Office of the Under Secretary of Defense for Acquisition and Sustainment (USD(A&S). The USD (A&S) serves as an Advisor to the Secretary and Deputy Secretary of Defense for all matters concerning Departmental acquisition and sustainment, contract administration; logistics and materiel readiness; installations and environment; operational energy; chemical, biological, and nuclear weapons; the acquisition workforce; and the defense industrial base.

Duties

As a senior Contract Specialist, responsible for: Efficiently executing a wide range of acquisition instruments for a broad range of products and services to include specialized equipment, supplies, advisory and assistance services, information technology, professional studies, research, technical and engineering services, serial subscription services; and facilitating the award and management of grants and cooperative agreements; and support to Federal Advisory Commissions, Boards and Task Forces. Supporting a demanding customer base in a complex, highly charged, dynamic and high visibility environment; and is responsible for the management and direction of a complex, politically sensitive acquisition program. Serving as a senior advisor to OUSD(A&S) Senior Leadership; providing authoritative guidance and executive level coordination in order to provide mission essential support to senior leaders and other critical customers in the OSD, WHS, and A&S defense agencies. Analyzing requirements, recommending revisions to statements of work or specifications, including identification of performance-based requirements and determining the type of contract, milestones, and procurement plan. Coordinating various contracts requiring the development of new or modified evaluation criteria, reporting requirements, and contractual arrangements. Decisions include locating or developing sources, developing approaches for procurements tacking precedent, and resolving major differences in the interpretation of the statement of work during discussions and negotiations.

  • This position may require travel away from your normal duty station on military or commercial aircraft.
  • This position requires a Contracting Professional, Level 1 acquisition certification. You will have 60 months to achieve this certification.
  • This is a Critical Acquisition Position. Incumbent will be required to sign a written tenure agreement to remain, for a minimum of three years, in the Federal Service in the Critical Acquisition Position.
  • This position is telework eligible on a situational basis.
  • Overtime is NOT authorized for this position.

A. I possess a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees and; at least 24 semester hours in any combination of the following fields; accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or origination and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree). B. I am a current civilian employee in DoD, who occupied a GS-1102 position or contracting position with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000. SF-50s must be provided to show applicant is a current 1102 and has been in this series since October 1, 2000 if using this exception. C. I am a current civilian employee in DoD, who served as a military member in a similar occupational specialty to the GS-1102 on or before September 30, 2000. In addition to the Basic Requirement, you must meet the following: You may qualify at the NH-04 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-3 (GS13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Utilize Federal Acquisition Regulations, Defense Federal Acquisition Regulation Supplement, or applicable acquisition regulation(s) in the administration, selection, and negotiating strategy of a contract or procurement; Adapt the acquisition process through the interrelationships of design/systems engineering, integrated logistics support, reliability and maintainability, and financial management; Develop, prepare, coordinate, lead, staff and implement policies, procedures, programs and directives to support acquisition programs; and Formulate goals and objectives through the analysis of policies, programs, organizations, functions, resources, and legislation affecting the program(s) and the organizations studied or served, and related customers, functions, resources, and users. . Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code. If you are currently or have been within the last 5 years, a political Schedule A, Schedule C, or Non-career SES employee in the executive branch, you MUST disclose that to the Human Resources Office.
