This position is part of the Defense Security Cooperation Agency, Defense Security Cooperation Agency. The incumbent will be responsible for serving as an Information Systems Security Manager (ISSM) with responsibility for developing strategic plans and managing Cybersecurity Programs and activities for assigned systems and sites.

Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As a IT CYBERSECURITY SPECIALIST (INFOSEC) at the GS-2210-13 some of your typical work assignments may include: Serves as an Information Systems Security Manager (ISSM) with responsibility for developing strategic plans and managing Cybersecurity Programs and activities for assigned systems and sites. Develops and maintains assigned system cybersecurity policies and procedures to ensure system authority to operate is maintained. Tracks implementation of controls in the risk management framework and assesses the effectiveness of those controls in accordance with Department of Defense (DoD) directives, instructions, and policies. Reports security violations and incidents to the servicing cyber security service provider (CSSP) and Incident Response Coordinator in accordance with established policies and procedures. Utilize project management methodologies to support long term cybersecurity initiatives, assigned orders, and control remediations. Drives compliance and audit readiness tasks by utilizing automation when possible, in conducting self-assessments to an applicable framework or initiative.

  • Incumbent must complete DoD SCW Basic-level certification courses within one year.  In addition, 40 hours of continuing education (CEU) every two years.
  • This position has been identified and will be covered by DoD 8570.01-M, Information Assurance Workforce Improvement Program and requires certification.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: managing Cybersecurity Programs and activities for assigned systems and sites; evaluating information technology security environment, business requirements, and risks; conducting INFOSEC program assessments; and coordinating cybersecurity for database design, development, and maintenance of all automated data systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210 series. 1. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
