You will serve as a ENGINEERING TECHNICIAN in the CHIEF ENGINEER, ENGINEERING & PLANNING DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will identify, prepare and execute non-nuclear shipboard emergency planning for EPD non-nuclear engineering personnel to support the Radiological Emergency Response Organization. You will represent Non-Nuclear Shipboard Emergency Planning interests at pre-planning meetings and conferences. You will interpret and make recommendations for change to internal instructions and other outside directives that affect Non-Nuclear Shipboard Emergency Planning. You will ensure the issue of all documents, including technical and Emergency planning produced documents meets required dates.

• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

GS-12 Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: *Experience providing technical leadership, authoring and implementing directives, and participating in Emergency Planning Working Group meetings. *Experience reviewing fire safety related documents prepared by others, overseeing waterfront work, and resolving technical and practical emergency planning issues. *Experience in submarine systems, operating principles, component functions, and testing requirements. *Experience determining manning needs, coordinating the specialized training program, and providing technical assistance and advice to incident and activity commanders. GS-11 Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: *Experience planning and coordinating the engineering, technical and non-technical efforts required to ensure shipboard fire and flooding drills are executed by the Detachment as required. *Experience conducting fire and flooding drill briefs and debriefs for all availabilities. *Experience initiating and maintaining a program of formal periodic evaluation of all aspects of Non-Nuclear Shipboard Emergency Planning at the Detachment. *Experience providing continuous oversight of responding emergency service providers to ensure that standards are met during emergency responses.
