The primary purpose of this position is to serve as the Program Manager for the Intercollegiate Team Logistics Office, providing planning, direction, and organization for the logistics requirements of 30 Division I Intercollegiate Teams.

Duties

Plans, organizes, and directs the activities of the Intercollegiate Team Logistics Office, ensuring that it complies with legal and regulatory requirements and meets customer needs. Manages the Government Football Operations for the Air Force Academy. Serves as Primary Organizational Department Travel Administrator (ODTA) for DTS (Defense Travel System). Manages publication of all department team travel orders.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07 or equivalent in other pay systems. Examples of specialized experience includes knowledge applicable to a wide range of duties to include accounting, budget development and control, contract awarding, logistics and oral and written communication principals, communication principles and practices, analytical methods, and interpersonal relations practices. Skill in applying such knowledge in the modification of standard methods and in developing new procedures to execute football team operations and intercollegiate team logistics. Knowledge of developing operational and logistics plans and providing recommendations to senior military officers on execution details. Skilled in adapting to the fluid environment of National Collegiate Athletic Association (NCAA) Division I collegiate athletics. Knowledgeable in identifying major issues in the execution of team travel and logistics to Flag officers. Knowledge and skill to explain significant issues to generally responsive groups or individuals interested in the United States Air Force Academy (USAFA) Athletics Logistics program. Knowledge and skill sufficient for developing and executing game operations for a NCAA Division I football team to include cultivating partnerships with local lodging establishments and restaurants. Knowledge and skill sufficient for developing and executing away football travel plans to include competitively bidding and selecting team hotels and transportation, coordinating government and commercial ground transportation, Mitchell Hall meal requirements and commercial meal requirements, hotel rooming lists, and manifesting of charter aircraft. Develops plan to be briefed to senior officers for approval and then executes said plan. Knowledge and skill sufficient to develop and execute a detailed post season bowl competition for a NCAA Division I football program. Meets with senior executives from the various bowls to develop detailed travel plans for participation of team at a nationally televised event. Develops and executes travel arrangements for a travel party of over 200 personnel. Provides input to senior officers of the Academy and the Department of the Air Force on team itineraries and travel plans. Knowledge and skill sufficient to provide detailed logistical plans for head coaches and senior staff of the Air Force Academy and Department of the Air Force. Knowledge and skill sufficient to develop and execute logistical plan with the White House Military Affairs office, Pentagon and United States Air Force (USAF) Academy Senior Leadership for visit with the President of the United States (POTUS) yearly when football team wins Commander in Chief (CIC). OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the full range of logistics operations and requirements for 30 intercollegiate teams to include coordination with 10 logistics readiness squadron (LRS) for ground transportation support, Mitchell Hall for meal requirements, Anthony Travel for commercial air ticketing, military airlift validator for coordination of mil air itineraries, and all other aspects of team travel. 2. Knowledge of football operations of a Division I college football team to include the higher headquarter policies and requirements related to regular and post season football contest execution. 3. Knowledge of National Collegiate Athletic Association (NCAA) and conference policies and regulations; Title IX, Gender Equity Ruling; ability to enforce NCAA and conference policies when applicable. 4. Knowledge and experience working with appropriated, non-appropriated and Air Force Academy Athletic Corporation funds and an understanding of the Air Force and Air Force Academy rules and regulations associated with each funding type. 5. Knowledge to compile the data and submit the appropriate budget requirements; ability to monitor expenditures during the fiscal year for the procurement of football related support items. 6. Knowledge of safety and security regulations, practices, and procedures. 7. Ability to define the specifics of each logistics provider's capability to ensure the Athletic Department receives the best product for a reasonable cost; ability to provide training to the Intercollegiate Logistics staff for developing and logistics support plans for each intercollegiate team. Training includes how to work with coaches on how best to minimize costs while meeting travel requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
