Duties

The primary purpose of this position is: To serve as a as Flight Planning Specialist/Airspace Analyst, researching, developing, coordinating, building and updating flight plans, including air refuelings (ARs) that are used by all AMC aircraft worldwide. Position supplies operational flight plans and validates navigation database (city pairs) for flight-managed and non-flight managed missions. May instruct and mentor along with accomplishing any tasks as assigned by the Chief of Flight Plans and Airspace (618th AOC/XOCZF) or his/her representative. Serves as an essential member of the command contingency planning staff. Acts as command OPR for procedural matters affecting the development of computerized flight plans for diplomatically-cleared missions over sovereign airspace. Resolves operational issues affecting conventional, unconventional and complex city pairs including airland, AR, airdrops; and evaluates the mission impact of delays and/or cancellations. Accomplishes mission capability reviews and city pairs database review. Interprets procedures and advises the AOC commander and staff planners on international flight policy. Keeps 618th AOC senior staff & AMC staff apprised of status and developments for assigned missions current and future issues, including serving as a subject matter expert (SME) on a variety of airlift and air refueling aerospace routing issues.

  • Temporary Duty (TDY) may be required. TDY may require the use of regularly scheduled military or commercial transportation
  • Position requires incumbent to occasionally travel in military or commercial transportation to attend meetings.

Qualifications

Conditions of Employment (cont) Employee will be required to successfully complete initial Flight Planning Specialist and Airspace Review Officer training (maintain minimum passing scores) within established timelines prior to assuming unsupervised duties of the position. These actions should be scheduled for accomplishment and completed successfully within 120 days of being hired. Successful completion of recurring proficiency training and evaluation within both established guidelines and timelines as required by USAF, AMC and local policy. Evaluations may be a combination of written, observations, verbal or all three This is a shift work position and requires incumbent to work all three rotating shifts each calendar month. During contingency operations and, as required by the supervisor, incumbent may be required to work extended hours. Workload frequently requires weekend and holiday hours. Position may require incumbent to be on-call to support worldwide operations and short-notice, high-priority missions This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available .IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release. This is a Term position NTE 2 Jun 2027; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 2101. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector). Examples of specialized experience includes experience that demonstrated a knowledge of the transportation function(s) of the position to be filled; Thorough knowledge of the command organization and the work processes of associated air transportation programs as they are integrated throughout the command at each air base or mission location; thorough knowledge of DoD/JCS/Air Force air transportation directives, regulations, policies and procedures to plan and manage air transportation systems and/or services to satisfy user requirements; and broad knowledge of operations, practices, and policies of the command's functional activities to develop, integrate and coordinate transportation plans and missions. Broad knowledge of the command's air transportation operations, plans, concepts, policies, and missions worldwide and status of the world's international political-military relations regarding AMC missions to ensure adequate force protection. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of AMC aircraft performance capabilities and limitations, AF and command flying instructions, directives, plans, regulations and processes including those related to the handling hazardous cargo. Knowledge of flight operations, air field information and restrictions, en route supplements; i.e., runway length, load bearing capability, types of fuel available, flying instructions, flight information publications (FLIP), documents, guidelines and worldwide route planning, computer flight plans, international airway routes and structure, oceanic routes, controlled and special use airspace, aeronautical charts, airways and flight safety issues. Knowledge of AMC aircrew flying limitations and crew rest requirements. Ability to quickly process multiple and unrelated factors and determine solutions to operational problems. Ability to recognize, based upon experience and precedent, possible solutions to problems not covered by specific guidance. Ability to plan, organize and communicate effectively, both written and verbal. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
