This position is part of the Office of Intelligence and Counterintelligence, Department of Energy. As a Management and Program Analyst, you will analyze and evaluate the effectiveness and efficiency with which assigned DOE organizations and their components carry out their programs and functions and to develop information, advice, and recommendations for management to use in making decisions on the administrative and programmatic aspects of agency operations and management.

Duties

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion. As a full performance GS-15 Management and Program Analyst, you will: Provide technical and management analysis, guidance, and advice on developing and implementing technical and analytical intelligence operations and programs to identify, understand, and support mitigation of credible cyber threats to DOE and U.S. energy sector networks. Provide advice and guidance to help shape Division's management and operational strategies and procedures. Provides technical counsel to IN leadership on operational matters and budgetary issues including technology, R&D, tool development, and training investments. Create and foster effective technical exchanges with key partners, including but not limited to the U.S. Department of Energy (DOE) Office of Cybersecurity, Energy Security, and Emergency Response, DOE Office of Electricity, DOE Office of the Chief Information Officer, National Nuclear Security Administration, National Security Agency, Federal Bureau of Investigation, and Central Intelligence Agency. Analyze, develop, and support implementation of innovative technical methods utilizing cutting-edge tools, trade-craft, and techniques. Formulate and identify the operational and analytical techniques for accomplishment of project objectives to produce reliable findings.

Requirements

  • May be required to successfully complete a 1-year trial period.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
  • This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
  • The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • Limited telework may be available based upon mission requirements of the position.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
  • This position is not included in a Bargaining Unit.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Analyzing information to develop programs, analytical techniques, or system evaluation methodologies to deliver or implement a solution to ensure the intended effects are achieved. Identifying operational or analytical mission requirements to recommend solutions that enhance intelligence analysis in support of the mission and goals. Understanding cyber intelligence of information technology or industrial control system networks in order to manage, monitor or execute operations. Recognizing cyber security and intelligence mission requirements to react to urgent situations. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
