The primary purpose of this position is to monitor full food service contract of appropriated dining facility to include surveillance visits, verification of paperwork submitted by the contractor to Accounting and Finance and higher headquarters.

Duties

Quality Assurance Evaluator. Schedules surveillance In Accordance With (IAW) contract guidelines to determine that the contractor delivers the quality and quantity of products required by the contract. Prepares certification documents to Procurement for payment to contractor for satisfactory services performed by reviewing, recording, and evaluating monthly accounting records. Manages the appropriated fund food service program. Ensures accurate customer count and cash control procedures. Maintains Subsistence in Kind (SIK) data base for meal card holders assigned to Robins AFB. Maintains Meals Ready to Eat (MRE) IAW Air Force War Reserve Material requirements for Robins AFB.

  • This position requires certain administrative and management qualifications, as well as a practical knowledge of contract procurement and a technical knowledge of administrative, accounting and operational aspects of food service activities.

  • The services of an effective writer who can express himself clearly and present ideas and facts logically, simply and briefly are required.
  • Must be available to support mobility or Logistics Readiness Center (LRC) Operations in an exercise or contingency situation. May be required to work irregular shift/overtime in performing such duties.
  • This is a key position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
  • Incumbent may be required to work extended and/or irregular hours during exercises or contingency situations.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes monitoring of full food service contracts with dining facilities, preparing payments to contractors, contributing to Statement of Work and reviews modifications to contracts, conducting food expense accounts, accounting for Meals Ready to Eat (MRE), preparing plans and specification for alterations of food service and drafting instructions and step-by-step procedures for operation, maintenance and modification of assigned equipment. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Master's degree or equivalent graduate degree; or have successfully completed 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., related to the position, from an accredited college. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of the specialized experience and education that equals 100 percent when combined to equal the required 1 year of specialized experience needed for this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skills primarily gained through experience on the job. Ability to pick up new ideas and procedures quickly. Ability to work well with others and to be a good team member. Ability to communicate well with contractors and all organizations that deal with the dining facility. Ability to make decisions, resolve problems or discrepancies based on knowledge of policies, regulations, and procedures. Knowledge of Statement of Work (SOW) of current contract. Understands all Regulations, AFIs, Food Code that govern the Food Service operation. Ability to effectively communicate, both orally and in writing to facilitate the preparation of reports and provide guidance on assigned program areas. Physical Demand: The work requires incumbent to be active, walking, stooping, and bending in accomplishing inspection duties at food services facilities. Work Environment: The work is performed in an office setting with adequate lighting, heat, and ventilation. Some work may be performed at food service facilities during inspections. The work involves everyday risks or discomforts that require normal safety precautions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
