The primary purpose of this position is serve as Section Chief, managing the development and maintenance of spatial data and engineering records to provide mapping capabilities for large facilities. Provides current and historic infrastructure information to support planning, operations, and command of, and the design, construction, and deployment of Civil Engineering and/or other functional capabilities at, and from, Luke AFB and its Geographically Separated Units (GSU's).

Duties

Manages the installation mapping program for the installation and Wing. Develops and maintains facility floorplan/utility information. Performs supervisory personnel management responsibilities. Provides training, material resources, and information security support. Assists and supports the military wartime skill training of 3E5X1 Engineering Technicians at the installation. Manages engineering records. Files engineering records, especially engineering project records, in accordance with AFI 33-364, AFM 33-363, and the Air Force Electronic Records Management (ERM) Guide.

  • In addition to the qualifications required per OPM, a bachelor’s degree in cartography, engineering, land surveying or related disciplines (e.g. GIS, geography, photogrammetric etc.) or several years experience as a (Cont'd)
  • cartographic technician or cartographer, engineering technician or engineer, or surveying technician or similar vocations is highly desired.
  • May occasionally be required to work other than normal duty hours and/or shift work may be required, which may include overtime and/or irregular hours..
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT: GS-0801: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts with your application. OR COMBINATION OF EDUCATION AND EXPERIENCE: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of DoD, US Air Force, and MAJCOM/FOA installation mapping and facilities record management concepts and principles including CONOPS, data architecture, program goals, etc. and knowledge on how to apply these concepts and capabilities to manage military installations and their facilities. Working knowledge of various engineering disciplines such as civil, electrical, and mechanical systems. Thorough knowledge of Air Force missions, roles, functions and organizational structure and operation of the DoD, Air Force; knowledge of CE responsibilities and processes to include GI&S policies and guidance, performance evaluation, resource allocation, planning, programming, budgeting, and facility/infrastructure design and construction. Knowledge and skill sufficient to serve as a technical authority in the planning, development, and implementation of a state-of-the-art mapping system for use by installation organizations such as Civil Engineering, Fire Department, Security Police and Disaster Preparedness. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of geospatial concepts, theories, principles (e.g. geography, cartography, geometry, geodesy, photogrammetric, remote sensing, etc.) and their applications to geospatial practices, operations, and analysis (e.g. GIS, CADD, BIM, GPS, surveying, etc.) to manage jurisdictional areas (e. g. military installations, municipalities, utility districts, etc.) and their facilities. 2. Comprehensive knowledge of industry spatial data standards (e.g. National CAD, FGDC, SDSFIE, ISO, NBIMS, etc.). 3. Knowledge of functional work area disciplines (e.g. engineering, planning, utilities, communications, security, safety, environmental management, emergency response, etc.) and business processes to support these functional requirements; skills in three-dimensional mapping, drafting, or surveying methods and techniques, and skills in file management. 4. Ability to use computer applications in support of planning, designing, analysis, and reporting, skilled in GIS, CADD, or surveying software and equipment use including knowledge of the capabilities, limitations, and employment of commercial-off- the-shelf software and equipment used by industry. 5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors and other agencies. 6. Ability to train in instructor-led and on-the-job environments and ability to plan, organize, and direct the functions and staff of a small to medium sized organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
