This position is located in the Department of Health and Human Services (DHHS), Administration for Children and Families (ACF), Administration on Children, Youth, and Families (ACYF). The mission of ACF focuses on improving the effectiveness and efficiency of programs designed to make measurable improvements in the economic and social well-being of children and families.

Duties

ABOUT THE POSITION Shares in the responsibility for the direction, executive management, and program coordination of all ACYF activities. Has full authority to act commensurate with responsibilities assigned and confers with the Commissioner for advice and decision on those matters, which in their judgment are of an unusually sensitive, precedent setting, or highly consequential nature. Build partnerships with private organizations and professional associations. Oversee the development and execution of interagency and intradepartmental agreements and monitors for performance and outcomes. Ensures policy guidance and financial assistance provided to tribes, territories, and states, as well as grantee community-based organizations and academic institutions, provide helpful services to children, youth and families.

  • This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM.

Qualifications

Open to all U.S. Citizens, Federal Competitive Status Candidates, Current SES and SES Reinstatement Eligibles, and SESCDP Graduates. SESCDP graduate candidates may also apply for noncompetitive consideration if applicable. As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration. All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show IN YOUR RESUME that you possess the Fundamental Competencies, Five Executive Core Qualifications (ECQs) and Job Specific Mandatory Technical Qualifications (MTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results. Executive Core Qualifications (ECQs): 1. Leading Change: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Leading People: The ability to lead people toward meeting the organization's vision, mission, and goals. Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Mandatory Technical Qualifications (MTQs) This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role. 1. Demonstrated ability to serve as the chief officer of the ACYF office, second to the Commissioner and serving the Associate Commissioners, in furtherance of all program goals, in accordance with strategic plans, laws, regulations, and policies of the office. 2. Demonstrated experience deploying executive diplomacy skills to develop, maintain, and enhance relationships with a wide range of internal and external stakeholders and service providers toward the strategic goals of ACYF. 3. Demonstrated ability to lead through equity and inclusion to manage a large, geographically dispersed organization that involves the oversight of multiple ACYF central and regional offices, including the management of complex facilities and sensitive personnel matters, including employee engagement, learning agendas, career development, as well as work environment for telework and a heterogenous group of staff comprised of contract, detailed, appointed, and career staff. 4. Expert working knowledge of policy and programs in either child welfare or youth services plus other social service programs or systems that impact the communities and individuals who are intended to be served by ACYF through the Commissioner's Office, Children's Bureau, and Family & Youth Services Bureau. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.
