This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Refugee Resettlement (ORR), located in Dimmit County, Texas and Reeves County, Texas.

Duties

Leads business activities and functions in support of the activation, operation, and demobilization of an Influx Care Facility (ICF). Ensures the safety, protection, and well-being of children by serving as an advocate and elevating the voices of unaccompanied children being cared for at an ORR ICF. Serves as ICFs primary point of contact for headquarters, manages site operations, including communication and coordination with relevant contractors and the Contracting Officer’s Representative (COR). Oversees site operations, provides leadership to the onsite team of federal staff and detailees, and provides regular reporting to leadership on the status of an ICF.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirement as noted below. Specialized Experience: GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing three (3) of the four (4) duties listed below: Planning, coordinating, and executing operational activities of a large multifunctional/multidiscipline program. Leading a diverse group of multifunctional specialists in providing operational support to a large program focused on safety and well-being. Directing general day to-day operations that include planning work to be accomplished and/or setting priorities for subordinates. Integrating emergency management concepts into daily operations to address critical events that impact site operations.
