Duties

This Supervisory Program Analyst position is located Acquisition Program Management, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Performs policy compliance reviews and provides qualitative analysis in determining applicability and impact on transportation security programs to include assessing the program compliance with Department of Homeland Security (DHS) and Transportation Security Administration (TSA) management directives, guidance, and established policy. Performs risk analysis, develops and tracks internal controls, establishes program performance metrics and researches/responds to various audits, inspections, and data calls. Supports the development and possible oversight of contract/procurement actions, rulemaking/policy documents, privacy impact statements, program documents and standard operating procedures. Represents the division and programs during technical/interface requirements discussions and working groups for multiple systems supporting various program operations for security threat assessment enrollment, vetting, adjudication, credentialing and case management capabilities. Exercises full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff includes, but not limited to, assigns work, sets priorities, and reviews and evaluates work and performance.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Analyzing new or proposed policy to determine impact on program operations and management; AND Identifying program performance criteria that needs to be measured to evaluate quality and opportunities for improvement; AND Reviewing and analyzing program data to ask questions, make decisions and develop strategies to improve program performance; AND Developing analytical and evaluative methods with an understanding of how regulatory or enforcement of programs are administered in a transportation security program and operations. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
