Duties

The primary purpose of this position is: To serve as the Director, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Analyses, Assessments, and Lessons Learned Directorate. Plans, organizes, and directs the activities of Director of Analyses, Assessments, and Lessons Learned Directorate, ensuring that the directorate complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents the command with a variety of installation and functional area organizations.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Employee is required to submit an initial and annual OGE/SF-450 (Financial Disclosure) in accordance with the Joint Ethics Regulation.
  • Must be able to obtain and maintain a Top Secret security clearance with access to SCI.
  • This is a Drug Test Designated position. The Air Force has determined the selectee of this position will be subjected to random drug testing under provisions as outlined in the Air Force Civilian Drug Testing Plan.
  • This is a “key” position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
  • This is a supervisory position. A one year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This is a Centrally Managed position in the Operations career field.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301 BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector). Examples of specialized experience includes; Strategic level experience in ICBM, B-2, B-52, or UH-1N operations, knowledge and mastery of a broad range of methods and techniques used in a classical and modern advanced op rations research studies and possession of analytical abilities. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Strategic level experience in ICBM, B-2, B-52, or UH-1N operations. Knowledge and mastery of a broad range of methods and techniques used in a classical and modern advanced operations research studies and possession of analytical abilities. Knowledge of expert quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions. Ability to develop and utilize appropriate data collection techniques. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
