About the Position: Serves as the Facility Operations Specialist performing duties, which include surveillance and coordination of the maintenance of physical facilities, infrastructure, utilities, and grounds for the area of operation.

Duties

Directs planning, review, and recommends approval/disapproval of repair projects and funding for facilities, and direct annual operation, maintenance, and repair of outlying facilities. Coordinates contract scope of work development with Project Managers and staff. Identifies the needs for service contracts where feasible and determines the costs, advantages, or disadvantages involved. Works with project program managers in prioritizing work, preparing scopes of work to be contracted, plans and specifications for performance of work, estimates of time, materials, equipment and costs, etc. Solicits bids and quotations for performance of work within authorized limits, evaluates bidders capability to perform work, and recommends acceptance or rejections of bids. Keeps complete records of operations and maintenance of outlying facilities for contract requirements, EPA, OSHA, and operations and maintenance work for lands and facilities. Develops long-range, multi-year work plans for operation, maintenance, and repair of Lands and Facilities to enhance achievement of organizational goals and objectives. Directs the operation, maintenance, and repair activities for facilities, maintenance contractors, and other contractors of a critical nature to ensure that public health and safety is never jeopardized. Serves as Area coordinator and District representative for implementation of an electronic maintenance tracking program (FEM). Determines repair projects and annual work plan scope of work considering operability, adaptability, ease, and cost of maintenance. Participates in the project design process, review of design analysis, plans specifications, construction, and other engineering activities for Area Project facilities. Serves as the resident technical expert on policy, regulatory matters, operations, maintenance, improvement, and protection of facilities, systems, equipment, grounds, shorelines, channels, etc.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the ability to obtain and maintain crane operator’s license and a boat operator’s license which will be provided by the Army Corps of Engineers.
  • This position requires the possess or obtain and maintain a valid State motor vehicle license.
  • This position is covered by the Civilian Drug Abuse Testing Program. Incumbent is required to sign a DA Form 5019-R "Condition of Employment for Certain Civilian Positions Identified as Critical under the Drug Abuse Testing Program".

Specialized Experience: One year of specialized experience which includes managing a maintenance program for industrial facilities, hospitals, navigation locks, water control structures, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures); Operating and performing maintenance of industrial equipment; Directing actual work operations; Management and/or execution of budget and technical experience in recreation management and/or natural resource management and/or flood risk management; and using maintenance tracking software. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationCommunicationsFacilities ManagementFacilities Operations and Maintenance Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
