Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

Primary purpose of this position is to serve as an Air Reserve Technician (ART) Officer serves as a Training Squadron Commander (non-flying) located at Basic Military Training (BMT). Also serve as the commander of the only Military Training Instructor squadron in AFRC that services BMT and OTS. RESPONSIBILITIES: 1. Program Scope and Effect. Plans and coordinates specific functions needed to manage and execute the TFI mission requirements of the only MTI squadron in AFRC. 2. Keeps senior leaders within AFRC, AETC, 22 AF,340 FTG, 37 TRW, 737 TRG, Holm Center, and OTS abreast of any mission requirements/ deficiencies related to Reserve MTI employment to accomplish TFI training mission requirements. 3. Provides ADCON support of Reserve MTIs who are operationally integrated with Total Force accessions training at multiple units in multiple locations. 4. Supervisory and Managerial Authority Exercised. Hold meetings to discuss new programs, requirements, productivity, and changes in policies, objectives, organization, and operations

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. IAW AFRCI 36-111, Military qualifications reserve assignment to the ART position. For ART officer positions with authorized counterpart military reserve grades of colonel and above, HQ AFPC does not certify, refer, or consider employees who are more than one grade below authorized grade of reserve position. SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent. Specialized experience must include knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs for conducting training to meet production target; knowledge of a wide range of manpower & training concepts, principles, operations, laws, regulations, programs, and practices, and practical knowledge of education, readiness, budget execution, and recruiting concepts, principles, operations, and practices. Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-12 grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting enlisted and officer accessions training to meet productions targets set by the Air Force to meet COCOM requirements. 2. Knowledge of a wide range of manpower & training concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of personnel ( civilian and military) concepts, principles, operations, laws, regulations, programs, and practices; and practical knowledge of education, readiness, budget execution, and recruiting concepts, principles, operations, and practices. 3. Skill in managing the work operations of multiple organizational segments to meet internal and matrixed program requirements, goals, and objectives within available resources. 4. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors. 6. Knowledge of Air Force Reserve regulations, policies, instructions, procedures and operations and the formal school program and Instructor Special Duty Indicator (SDI) training and skill level enhancement requirements. 7. Knowledge of regulations governing use of military personnel appropriations and Status of Resource and Training System reporting requirements. OTHER SIGNIFICANT FACTS: 1. This is an Air Reserve Technician (ART) Officer position. The incumbent is required to meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). 2. This is an AFRC key management position in which the incumbent is required to formulate, determine or influence policies of the assigned units. 3. As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice. 4. The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY). 5. This position is designated as a mobility position. The incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC. 6. Position requires the incumbent to obtain and retain the clearance level designated for this position. 7. This is a testing designated position (TDP). The employee is subject to random drug testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
