The primary purpose of this position is to serve as the Directorate's training manager, individual mobilization augmentee (IMA) program coordinator, resource advisor, senior administrative support assistant, and responsible for planning, administering, developing, and evaluating a comprehensive internal training and readiness program for military and civilian personnel.

Duties

Develops an annual training plan (ATP) for director approval. Independently performs task involving budget execution by compiling resource data from various financial management reports. Develops establishes updates and maintains clerical and administrative office procedures and processes of various types to ensure effective and efficient operation of the office. Administers to individual associations augmentation program for assigned reservists and known assigned volunteers. Overseas the Directorate's performance report on the awards and recognition programs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: (1) Knowledge of management principles, organizational theory, and techniques of analysis and evaluation, along with knowledge of standardized administrative practices and procedures to conduct studies of clerical work processes in various organizations to identify, analyze, and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes, or workload distribution. (2) Knowledge of administrative regulations and operating procedures plus skill in applying fact-finding and investigative techniques (e.g., employee/supervisor interviews, review of work procedures, instructions, records, and files) to gather clear-cut factual evidence of administrative waste and abuse, or compliance with regulations; and (3) Knowledge of established management principles, pertinent administrative regulations, and staffing guidelines plus skill in applying fact-finding and work measurement techniques to conduct position management studies of clerical, trades, technician, and administrative support positions within a single organizational component at the operating (installation) level. OR EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the military organizational structure, protocol, and similar matters in general, and in particular, the Air Operations Center's mission. Functions and organization and general knowledge of the military personnel regulations and procedures. 2. Knowledge of service-based programs and objectives, processes involved in military and civilian training programs, and/or processes relating to training programs. 3. Knowledge of a wide range and skill in applying accounting & financial policies, regulations, practices, procedures, precedents, methods, and techniques which support the administration of a budget and knowledge of a wide range of financial and budget sources, types, and methods of funding. 4. Knowledge in the application of procedures, methods, and techniques which support the analysis and administration of the financial and MPA/RPA budget. 5. Skill and ability to collect information from readily available sources, accomplish a basic analysis, draw a Conclusion, and make a recommendation. To locate, assemble, and compose information for routine reports, inquiries, non-technical correspondence, and work accurately with figures. Ability to communicate effectively, both orally and in writing using tact and courtesy. 6. Ability to use various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs, to include SharePoint. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
