THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM MANAGER (DEPUTY BASE OPERATIONS), Position Description Number T0011000 and is part of the PA Training Center, National Guard. 1 or more Position(s) may be hired against this Announcement.

Duties

As a Program Manager (Deputy Base Operations), GS-0340-13, you will with the Base Operations Manager, manages all aspects of the GTC operations in order to provide 24-hour operational readiness in support of national defense and state/territory determined initiatives and missions. Assist with the management of a variety of Federal and State funds to support the GTC operations in accordance with current laws, rules, and regulations. With the Base Operations Manager, communicates and performs complex coordination, inside and outside the training center, with National Guard Bureau (NGB) personnel, the commands of other MACOMs, other DoD agencies, heads of federal agencies and states on matters pertaining to funds usage, supply, and training support activities at the training center. Exercise supervisory personnel management responsibilities. Perform other duties as assigned.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC A: NG Employees working at the location specified. AOC B: NG Employees of the Pennsylvania National Guard. AOC C: Open to the public. Nominating Official for this position is COL Marous *NOTE: Accessioning into this position is contingent upon verification of Tier 3 Security Clearance. *NOTE: If you're a new supervisor in the Federal Government civil service, you may have to complete a one-year probationary period. GENERAL EXPERIENCE: Experiences analyzing problems to identify significant factors, gather pertinent data, recognize solutions, and to plan and organize work. Experience communicating effectively orally and in writing. SPECIALIZED EXPERIENCE: Application must indicate at least 36 months experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience can be working closely with Construction and Facilities Management Office (CFMO) and other local directorates and outside entities to ensure long-term capabilities are available to support local and national defense initiatives, direct, coordinate, and oversee work through subordinate supervisors, and explaining performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
