Duties

This position supports administrative services of the South Florida networks of parks (Everglades and Dry Tortugas National Parks, Big Cypress National Preserve and Biscayne National Park). This position manages the administrative and business operations of the park. The Chief of Administration/Business Manager is the principal advisor and management consultant to the Superintendent and park management team for administrative matters. Is responsible for advising the park management team and staff on all administrative matters in the park and guiding management and staff of the park toward effective management of the park's business. As a member of the park management team, plans, analyzes and monitors the formulation and development of park-wide plans, programs, procedures, operating policies, internal controls and program goals. These plans, policies and programs are characterized by a complex web of laws, regulations, and policies that govern conservation and preservation of nationally-significant natural, cultural and historic resources and are impacted by constant changes, variables and unknowns. The incumbent is the authoritative source for guidance and assumes the lead role in developing, documenting and publicizing policy and procedural issuances that govern management of the park, ensuring that the park's administrative and business needs are appropriately included. In dealing with the Superintendent, Division Chiefs, and employees of the park, the Chief of Administration/Business Manager builds within the management team and staff an appreciation of the role of administration in accomplishing the mission of the park and a working environment that recognizes administration as a partner in the operational, planning, and partnership programs of the park.

Qualifications

All qualifications must be met by the closing date of this announcement-05/20/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: advising park leadership on administrative matters; developing organizational plans, programs, procedures, operating policies, internal controls and programs in budget and financial management; payroll and timekeeping; travel; human resources management; acquisition and property management and information management. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the grade level(s) of this announcement.
