This position serves as the Director of General Services and is responsible for providing leadership and direction to General Services employees. General Services provides VS-wide operational and administrative direction, serves as the primary advisor for the VS Deputy Administrator (DA), which is an SES position, and its divisions in the areas of Facilities, Space, Fleet, Property, Travel, Time & Attendance, Safety, Security, and Continuity of Operations.

Duties

The duties may include, but are not limited to: Supervising subordinates more than 25% of the time including, but not limited to, recruitment, selecting, appraising, rewarding, addressing performance problems, and fostering an inclusive workplace. Provides VS-wide leadership, operational direction and guidance regarding Facilities, Space, Fleet, Personal and Real Property, Travel, Continuity of Operations, Security, Safety, and Time and Attendance. Participates with senior leaders in the application and execution of the Agency’s policies as they relate to VS and its programs. Provides overall direction and guidance to subordinate supervisors and staff. Participates in the formation and implementation of broad national operational administrative, regulatory issuance, and technical training plans, program policies, goals, and objectives. Provides leadership in planning, organizing and evaluating administrative programs to improve the efficiency and productivity of VS. Represents VS views and policies on administrative matters. Engages VS leaders to effectively support the VS objectives, makes adjustments to meet changing customer, stakeholder, and employee needs, and aligns operational activities with strategic direction. Integrates General Services activities with other VS and Agency units as well as other Federal agencies to form partnerships to improve the delivery of service.

  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Identifying and proposing solutions to management problems which are characterized by their breadth, importance, and severity, and for which previous studies and established management techniques are frequently inadequate. Planning, organizing, and directing team study work and negotiating effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied. Selecting and applying appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency, or in measuring and evaluating program accomplishments. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
