The Intelligence Community (IC) Chief Information Office (CIO) is responsible for advancing the Intelligence Community's mission by driving secure collaboration, integration, and information sharing; identifying and addressing information enterprise risks; and providing strategic leadership and oversight of the IC's enterprise architecture and enterprise information technology.

Duties

The Cybersecurity Group (CSG) partners across a complex landscape of technology and stakeholders with the goal of having the Intelligence Community (IC) systems remain secure and mission ready. The selected candidate requires an ability to represent CSG with stakeholders from across the IC, United States Government (USG), and with foreign liaison partners. The selected candidate in the National Manager Liaison position will serve as part of the CSG team. The selected candidate must communicate effectively, employ strong interpersonal skills to foster relationships, and lead through influence to deliver results. This will allow the selected candidate to help drive overall policy and strategy for cybersecurity as part of a tight knit team working across IC CIO and in close partnership with the National Manager. The selected candidate will have the opportunity to serve as the CSG lead for policy implementation and reporting, for initiatives, including NSM-8 and NSM-10. The National Manager Liaison will be responsible for the coordination, with the other national security organizations, to develop a framework to coordinate and collaborate on cybersecurity incident response activities. In addition, the liaison will lead the focus on cybersecurity through unified standards and reporting and ensure effective information sharing across the IC. The Cybersecurity Group oversees IC-wide efforts to safeguard the IC Information Environment (IE) in support of the DNI's Title 44 statutory responsibilities. With a focus on security aspects of the IC IE, utilizes proactive oversight and management levels of governance, policy, standards, architecture, engineering, risk management, investment management, along with independent verification and validation, to drive a secure, robust, and integrated IC IE aligned with IC mission-related objectives and strategies. The Director of CSG is dual hatted as the IC Chief Information Security Officer (IC CISO). Serve as the lead for engagement with the National Manager and oversee IC efforts in implementing cybersecurity policies, such as National Security Memorandums NSM-8, NSM-10, and Executive Order 14028. Align IC requirements and metrics efforts with National Manager (NM) and OMB strategic planning and guidance documents such as EO 14028, NSM-8, Binding Operational Directives (BODs), and National Manager Memorandums (NMMs). Collaborate with IC stakeholders and IC CIO groups to ensure National Manager BODs, NMMs, including drafts, align with IC strategy, mission and objectives. Coordinate dissemination amongst IC elements and collect responses from actions for analysis and provide consolidated data to the IC CIO and National Manager. Collaborate with the National Manager, IC Security Coordination Center, or any other NSM-related element regarding exercise events, forums, and/or initiatives. Collaboratively lead development of performance measures and metrics to track and report on IC element NSM-8, NSM-10, and other National Manager related initiatives to demonstrate evolution; proactively identify risks and issues to community progress. Provide weekly, or as required, Executive status report outlining new and outgoing NM actions to IC CIO and DNI leadership. - Coordinate NSM-8, NSM-10, and other related questions with help from the National Manager Sector Desk. Advise senior management e.g., IC Chief Information Officer (CIO) on cost/benefit analysis of information security programs, policies, processes, systems, and elements. Performing cyber event activities such as triaging, coordinating, and reporting on Federal, Intelligence Community (IC) and international stakeholders impacted by cyber activity with implications to federal networks or critical infrastructure. Perform work on complex computer engineering projects or programs that may have ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; manage the design, construction, testing, and implementation of technical and functional specifications; provide technical oversight and initiate, plan, implement, and coordinate activities throughout the life of the project. Cultivate and maintain productive working relationships with security colleagues, Central Intelligence Agency (CIA) counterparts, and ODNI senior leadership to share information of interest, explain the specifics of security programs and procedures, and, when appropriate, present, justify, defend, negotiate, and/or settle matters involving significant or controversial issues.

Mandatory Requirements: Extensive program management, analytic, and critical thinking skills, including a superior ability to conduct National Security Systems assessments, identify needs and requirements, and develop process improvement recommendations for the successful implementation of security controls for National Security Systems. Demonstrated ability to work effectively both independently and in a team or collaborative environment, mentor junior colleagues, and utilize strong organizational and interpersonal problem-solving skills. Demonstrated ability to establish regular contact with high-level internal and external resources and customers, supplying or seeking information on security programs and issues; superior use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders. Demonstrated ability to listen to, clarify, and convey an understanding of others' ideas, comments, and questions, and integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions. Extensive experience in cross community complex programs and making recommendations to improve products and services; considerable ability to deal with service failures and prioritize customer needs. Demonstrate the ability to apply the full range of subject matter methods, principles, practices, and methodologies sufficient to advise on and/or resolve a range of operational and/or strategic issues which may range from recurring through complex and unprecedented. One year of specialized experience at the next lower GS-grade (or equivalent). IT related experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT Certification). Attention to Detail - Extensive experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards. Demonstrated ability to communicate (i.e., written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals. Extensive experience in cyber security - support protection of the confidentiality, integrity, non-repudiation, and availability of systems, networks, and data through planning, analysis, implementation, and enhancement of information security systems, programs, policies, procedures, and tools. Demonstrated ability in Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/ effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems, and chooses courses of action that balance the interests of the mission and stakeholders. Extensive experience in Risk Management - Knowledge of the principles, methods, and tools used for risk assessment and mitigation, including assessment of failures and their consequences.
