You will serve as a Program Analyst in the Directorate Ship Management (DSM), Special Mission Ships (PM2) of MILITARY SEALIFT COMMAND.

Duties

You will review contract service support request documents for compliance with regulations, reasonableness of cost estimate, adequacy of market survey, and availability of funds. You will assist in the development of contracting studies and in the development of new analytical techniques for evaluating these services to include narrative explanation of variances and anomalies. You will monitor the manning, shipboard competency fulfilment, operational status and material conditions of assigned ships or class assets and initiate action ensuring ship’s capabilities are current with evolving mission requirements. You will analyze and evaluate the status of assigned contracted ship operations on a quantitative and qualitative basis for effectiveness in meeting program requirements. You will serve as technical advisor, authority and consultant responsible for the continuing analysis of effectiveness, efficiency, cost effectiveness, schedule adherence, and other key parameters of the program's progress and success. You will justify and defend findings and conclusions, developing and recommending alternatives to actual or potential problem areas, and identifying the effect on the program and resource requirements. You will develop work products utilizing currently authorized Navy Marine Corps Intranet (NMCI) software (Microsoft Office, Word, PowerPoint, Excel, Access and Project).

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Travel is a requirement for this position.
  • 10-25% or more travel is required to various work sites which includes both Continental United States (CONUS) and Outside Continental United States (OCONUS) locations as well as ships at sea and in various ports worldwide.
  • The incumbent must be able to obtain and maintain a U.S. Government passport for official OCONUS travel.
  • Occasional overtime may be required.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • Employment and Financial Interests disclosure may be required. Incumbent may be required to complete OGE Form 450 annually.
  • Shipyard and shipboard work is a requirement of the position where the incumbent may be required to climb, crawl, and bend to accomplish shipboard inspections in a shipyard environment.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Experience assisting with worldwide scheduling and support of assigned projects including overseeing coordination of logistics and operational needs to meet mission requirements. 2. Experience coordinating multiple projects with various stakeholders (internal and external) to achieve project goals and objectives. 3. Experience monitoring the readiness and material condition of ships. 4. Experience preparing and presenting briefings on assigned projects to large groups including senior internal and external personnel. 5. Experience reviewing contractor invoices to ensure that charges are reasonable, valid, properly invoiced and reimbursable in accordance with the terms of the contract. 6. Experience participating and assisting in the planning, preparation, development, and justification of annual budget estimates and funding requests. 7. Experience monitoring the execution of projects from development to implementation. 8. Experience identifying resources including personnel, financial, and equipment to support various program and mission needs. 9. Experience collecting, organizing, and maintaining information and data for future reference and analysis.
