About the Position: The incumbent will serve as a Quality Assurance Specialist for the 406th Army Field Support Brigade, Logistics Readiness Center, at Fort Campbell, Kentucky.

Duties

Develop contract modifications, government negotiation documents, and quality assurance program for assigned contracts. Assist in developing and managing the quality assurance program for the Logistics Readiness Center Logistics contract. Perform contract administration and quality assurance to ensure contractor compliance with contract requirements for the evaluation and surveillance of service contracts. Monitor, prepare, and evaluate changes to the Quality Assurance Surveillance Plan, Performance Work Statement, historical workload, performance standards, and technical exhibits. Provide recommendations to the Contracting Officer Representative (COR) on modification to the contract based on analytical determinations and calculations. Perform quality assurance surveillance and spot check inspections of contractor performance in several logistics functions. Review monthly invoices and assist with review of contractor claims and equitable adjustments submitted. Analyze a variety of automated operational level, and/or procurement system reports to determine adequacy and accuracy of cost and pricing data for materials, travel, and supplies. Serves as COR for one or more small service contracts.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with Department of Defense Directive 5500-7-R.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • The work of this position may involve some on-site visits to various work sites in varying weather. Such site visits may require use of appropriate protective clothing or gear.
  • Term employment is subject to a one year trial period.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). -OR- Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. (Note: You must attach a copy of your transcripts.) -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
