The CC Department of Laboratory Medicine (DLM) offers laboratory diagnostic support in the areas of Chemistry, Hematology, Immunology and Microbiology as well as Phlebotomy Services. DLM is designated by the College of American Pathologists (CAP) as a full service laboratory and serves as the clinical laboratory for all in-patient and out-patient testing for the Clinical Center.

Duties

As a GS-0640-10 Supervisory Health Technician (Phlebotomy), your duties may include, but are not limited to the following: Supervise one of two work units, Phlebotomy or Central Accessioning, with work performed by Health Technicians who are led by Lead Health Technicians. Perform supervisory functions to include: plan work to be accomplished by subordinates, set priorities and schedule completion; evaluate performance and provide advice, counsel or instruction to employees on both technical work and administrative matters. Provide guidance and technical direction relating to the Phlebotomy Service and relevant administrative matters to staff including training on the use of a sophisticated laboratory information system and hospital electronic medical record systems. Monitor and maintain schedules of collection booths and patients to ensure efficient patient care operations. Enforce strict infection control policies set forth by the Hospital Epidemiology Service (HES), practicing both "standard precautions" and "isolation precautions" as indicated by the procedures being performed. Oversee the support, troubleshooting, managing inventory, cleaning, and performing minor routine maintenance of assigned patient care supplies, equipment and technology including the pneumatic tube system and other automated sample delivery systems.

Requirements

  • The work requires regular and recurring physical exertion such as long periods of standing and walking, bending over instruments and microscopes, and lifting light to moderately heavy items such as reagents packs and various supplies.
  • The work environment involves regular and recurring exposure to infectious agents such as hepatitis and HIV and to noxious and flammable liquids such as xylene and formalin.
  • Technologists are required to use protective clothing such as lab coats, goggles, gloves, and must follow all Universal Safety precautions. Technologists work in a Biohazard Level 2 facility.
  • Incumbents working with radioactive sources such as those found in blood irradiators will be required to complete a background security check to be certified as “trustworthy and reliable” by Division of Radiation Safety and DPSAC.
  • Pre-employment medical screening is required.

Qualifications

You qualify at the GS-10 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Providing program management of patient care and safety initiatives related to Phlebotomy and Accessioning which includes monitoring work, investigating complaints, and ensuring accuracy of specimen collections; providing phlebotomy related information, training and guidance to patients and staff; and ensuring the maintenance, proper operations, and inventorying of patient care supplies, equipment, and technology. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
