Duties

WHAT IS THE HUMANCAPITAL OFFICE (HCO)DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Human Capital Office, Front Office COS The following are the duties of this position at the full working level. Serves as an expert who advises and assists senior management on changes to and formulation and implementation of established policies for programs, processes, and initiatives to improve HCO program operations and compliance and management internal controls of agency strategies and entity-wide operations. As a senior technical expert develops and monitors corrective action plans, explains goals, solves work problems, monitors interfacing issues between programs being led, identifies training needs, and determines resource and supply needs. Plans, conducts, and completes management internal controls and risk analyses of complex human capital processes, reporting issues with the business operations or compliance to senior leaders with accurate and timely data, options, and recommendations. Executes a variety of program responsibilities covering compliance, risk management, and process improvement within HCO at the enterprise, business unit, and division level Develops analysis of management internal controls, risks, and compliance operations, including corrective actions, across human capital programs and services. Coaches' specialists in a team environment to self-assess internal controls and identify root causes or risks within the most complex, sensitive, or high visibility programs. Identifies strengths, weaknesses, opportunities, and threats directly and indirectly involved in meeting established agency goals and objectives, and serves as an expert consultant to help prepare, execute, revise, and monitor management policies. Analyzes program deficiencies and prepares proposals for changes to functions, structure, procedures or policies that enhance effectiveness/mitigates vulnerabilities of the assigned program/project. Ensures proposal outcomes are streamlined, practical, efficient, and in full compliance with regulatory and statutory requirements. Develops required corrective actions to address compliance shortfalls or failures. Facilitates and guides the team in identifying business processes, technological, and financial risks within ongoing programs and opportunities that are directly and indirectly related to achieving established agency goals and objectives. Leads efforts to communicate with customers and stakeholders throughout the life of projects. Represents the IRS HCO through contacts with Treasury, Departmental Offices and presents views of the IRS HCO regarding assigned programs and missions, including strategic planning, process improvement, and performance measurement and analysis matters. Prepares and executes briefings for executive and senior managers concerning planned corrective actions, internal control policies, procedures, assessments and the status of ongoing program support provided.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE FOR GS-14: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade level (GS-13) in the normal line of progression in the Federal service. Specialized experience for this position includes: Experience serving as management consultant and expert authority for performing analysis and study of human capital programs and services to aid in designing, developing, and recommending implementation approaches for internal controls and related requirements. Experience in advising and assisting management on formulating and implementing policies, programs, processes and initiatives to improve program operations and management internal controls of agency strategies and entity-wide operations. Experience planning and coordinating risk activities (e.g., identification, assessment, and mitigation), human capital program evaluations, and planned corrective action responses and tracking efforts for timeliness, completion and accuracy. Experience assessing risk and management internal controls and developing and executing mitigations and corrective actions. Experience working with team members to plan, conduct and complete evaluations, leading communication efforts with management and stakeholders, and providing feedback to staff. Experience preparing and presenting team deliverables to top level human capital audiences, reporting issues to senior executives, negotiating and resolving controversial situations, and persuading others to accept recommendations on technical issues. Experience applying a wide range of advanced human resources (HR) laws, regulations, compliance, policies, and precedents and comprehensive knowledge of HR principles, practices, and procedures sufficient to plan and provide comprehensive HR management advisory and technical services, assess program effectiveness and compliance, and develop and implement recommendations to address issues affecting accomplishment of program goals and objectives.
