This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Program Analyst position is assigned to the Program Executive Office Intelligence, Electronic Warfare and Sensors in the Business Management Division of Project Director Sensors - Aerial Intelligence, located at Aberdeen Proving Ground, MD.

Duties

Serves as a Program Analyst in support of the PEO/Project Manager (PM) Office. Conducts program surveys, audits, projects, etc., and provides advisory services to operating or management officials regarding complex programs along with recommendations that can represent significant departures from established work operations. Plans and carries out projects and analyses for a portion of the organization’s budget and provides financial advice of the organization’s program financial requirements. Identifies resources required to support varied levels of program operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectee must meet the DoDI 5000.66 requirements applicable to the Career Category of BUSINESS – FINANCIAL MANAGEMENT (BUS-FM) and Practitioner Career Level Certification must be met within 60 months of entrance on duty.
  • This position requires submission of a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This is a Financial Management Level I Certified position. This certification must be obtained within 24 months of appointment. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: To qualify your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:(1) Supporting resource management functions via automated systems to prepare and review funding documents. (2) Research budget issues/transfer of funds for feasibility and adequacy. AND (3) Prepare execution reports to assure effective resources are within available budget. This definition of specialized experience is typical of work performed at the next lower pay band in the federal service NH-01 (GS-4 equivalent grade level).
