About the Position: Fort Liberty known as the "Home of the Airborne and Special Operations Forces." It is a culturally diverse area with both rural and city populations and is co-located at Fayetteville, NC. It is centrally located just hours away from the beautiful beaches of North Carolina and the scenic Blue Ridge and Smoky Mountains. Fayetteville Regional Airport is located 12 miles outside of Fort Liberty's gates and Raleigh-Durham International Airport is 70 miles away.

Duties

Serves as the FORSCOM Civilian Payroll Specialist, Customer Service Representative (CSR), the Automated Time Attendance and Production System (ATAAPS) Super User. Primary advisor responsible for directing, planning, and organizing the operations of all Civilian Pay and timekeeping personnel who receive, maintain, and adjust employee payroll accounts for FORSCOM Provides coordination/liaison among civilian employees, managers, timekeepers, supervisors, Army Civilian Human Resources Service Center (CHRSC), Defense Finance and Accounting Service (DFAS), and the Regional Subordinate Activities for ATAAPS. Receives and analyzes problems related to automated pay applications. Provides general and technical advice and assistance relative to defense civilian payroll system support policy, planning, and procedures.

  • Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified This certification requirement is a condition of employment for this position.
  • The incumbent is required to obtain and maintain a Secret Security Clearance.
  • Incumbent may be require to travel 10% TDY.

Specialized Experience: One year of specialized experience which includes 1. providing payroll policy and procedural interpretation; 2. provide customer payroll support; 3. identify pay problems and provide resolutions; 4. manage and monitor automated system such as Defense Civilian Payroll System (DCPS); Defense Finance and Accounting Services (DFAS) and Automated Time Attendance and Production System (ATAAPS) access. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Budgeting, Accounting or Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: AccountabilityBudget AdministrationFinancial Management SystemsProblem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
